It is recommended that <br />plantings be placed along the back of the building and possibly in front of <br />the garages to help integrate the structures with the site. It is also recom- <br />mended that additional shade trees be placed along the south sides of the <br />parking areas and garages (at least two along duplex parking and three along <br />fourplex parking areas). This will help to attenuate the heat generated by <br />the hard surface and will to some extent screen some of the parking from the <br />adjacent units, creating a more habitable back yard. <br />4. The plan should also indicate sod to be applied in all remaining unsurfaced <br />areas. <br />Once a landscape plan has been agreed upon between the City and the developer, <br />a performance bond should be required for at least two growing seasons to ensure <br />proper planting, maintenance and growth. It is further recommended that protective <br />covenants be placed on the lots to restrict future owners from altering (mainly reducing <br />or removing) any of the basic landscaping being proposed. <br />C. Grading, Drainage and Utilities. No plans have been submitted to date for any of <br />these items. Since some mention has been made as to potential drainage problems in <br />the area, it is recommended that any approval of this project be based upon favorable <br />review and comment by the City Engineer. The City may wish to require that all units <br />be provided with separately metered utility hookups in the event that the units may be <br />converted to some sort of condominium ownership in the future. <br />D. Building Plans. Once it has been determined which building plans are to be proposed, <br />they should be subject to approval by the Building Official. <br />RECOMMENDATION <br />Until the items enumerated in this report have been addressed and resolved, no recom- <br />mendation is offered at this time.
