Little Canada Planning Commission, <br />Mayor and City Council <br />29 May 1981 <br />Page Two <br />The proposed use is subject to the parking requirements of one space per 40 <br />square feet of gross floor area of dining area and one space per 80 square <br />feet of kitchen area, Applying these standards to the Flameburger's 704 <br />square feet of dining area and 924 square feet of kitchen, the site requires <br />30 parking spaces. 32 spaces have been provided with additional space <br />available at the rear of the property. <br />Two driveways are proposed to service the restaurant, a two -way drive from <br />Rice Street and a one -way entrance from Demont Avenue. The Zoning Ordinance <br />allows one driveway for every 125 feet of street frontage. The subject lot <br />has only 134.5 feet of street frontage in total. The enforcement of this <br />restriction would leave a portion of the lot unuseable. It is felt that this <br />is a possible variance situation. However, if the second driveway from <br />Demont Avenue were allowed it would affect the development flexibiltiy of the <br />vacant lot that is immediately adjacent to the west of the Demont Avenue <br />driveway. Therefore, if a variance is to be granted, it should be with the <br />condition that the second driveway be available for joint use by the adjacent <br />lot when development occurs. - <br />The 24 foot width of the leg of the lot containing the second driveway allows <br />a driveway surface of_only_14 feet due to the five.foot. setback requirement. <br />This allows enough room for a one -way drive, however, additional width is <br />necessary at the interior corner to accommodate the turning movement of large <br />delivery trucks. The corner should be widened to ensure a 50 foot out -. <br />side turning radius and a driveway width of 24 feet at the corner. .There_ . <br />is adequate space to the north of the corner to allow for this enlarge - -. <br />ment. Parking spaces numbers 31 and 32.should also be eliminated and the <br />grassed area shifted in to the west to allow maneuvering room for trucks <br />leaving . the site from the loading area in the rear of the building. The site <br />would still meet the Ordinance parking requirements. <br />Parking spaces number 8 and 14; which are situated next to the curb in;`? <br />front of the structure, should be widened to 10 feet to facilitate ingressing <br />and egressing from these spaces. - , • <br />The trash disposal area, as it is shown on the site plan, appears to have a <br />curb located on the boundary line, but this may also be some other. type' ' <br />of enclosure. The ordinance requires that the perimeter curbing,be no less' <br />than five feet from the lot boundary. An enclosure requires no setback::' - <br />The site is adjacent to a residentially zoned property to the east. Ordi- <br />narily, the commercial use would be responsible for providing screening <br />between the two uses. However, the property to the east was rezoned to a <br />residential zone with the condition that the residential lots would be . <br />responsible for the screening.- Therefore, no additional screening is required <br />of the Flameburger proposal.= <br />
