Page 2 - Planning Commission Regular Meeting - February 5, 1981 <br />Brad Nielsen said that other cities have dealt with similar cases by <br />identifying the area in question as a Tax Incrument District. Ih that <br />case, the city would go in and buy up the properties in the area (by <br />putting up bonds). The city would then incorporate the sub- standard <br />lots and make new lots which would meet the zoning requirements. The <br />lots would then be sold by the city. Brad said.that he could do a <br />study on the possibility of the City looking at a solution like this <br />and have a preliminary report ready for the City Council to review in <br />a month or so. <br />Motion to table this issue until the City Planner can work up a rough draft <br />on a Tax Incrument District for the whole area (Demont north to Co.Rd. C and <br />from the R. R. tracks west to Rice Street) to present to the City Council, <br />made by Sharon Timmons. Seconded by Jim Steel. <br />Motion carried 7 -0 <br />GREENWOOD DEVELOPMENT <br />Mr. Tom Miller, Rem, Inc., and Mr. Norm Bollinger, Greenwood Development, <br />appeared with their proposal to build a home for mentally retarded adults <br />on Lots 45 and 46 J.F. Eisenmengers Garden Lots at the end of Minnesota St. <br />east of Rice Street. Their proposal calls for a building which would be <br />supervised round the clock and would house approximately 42 adults. Greenwood <br />Development currently has homes for similar patients in St. Paul and St. Louis <br />Park. Norm Bollinger stated that most of their residents are multi - handicapped. <br />Some are non - ambulatory and are transported by private transportation while <br />others would be encouraged to use the public transportation on Rice St. <br />Joe Vitale asked how many of their clients were ward of the state, and what <br />the average length of stay per resident was. Tom Miller stated that most <br />of the clients are wards of the state and that the turnover per year in <br />facilities such as the one they are proposing, is approximately 4 or 5 <br />residents. He also said that they feel that the availability of shopping <br />and public transportation makes this site a good one for their facility. <br />Mr. Miller said that he was told by "City Hall" that the use they are <br />proposing would be possible under a Conditional Use Permit. Brad Nielsen <br />stated that this is not a permissible use with a Conditional Use Permit. <br />He said that this use would require rezoning or a zoning admendment. <br />Motion to table this matter until the Planner has an opportunity to review <br />the proposal was made by Thomas Ducharme. Seconded by Joe Vitale. <br />Motion carried 7 -0 <br />Mr. Raymond Hanson asked if the Greenbrier Home was connected with Greenwood <br />Development and was told there was not a connection, although they did <br />service residents_with similar handicaps. Mayor Hanson also asked if some <br />of their residents worked at Minnesota Diversified Industries (MDI). Mr. <br />Bollinger said that, yes, some of their residents were employed at MDI. <br />Brad Nielsen asked how many residents and how many staff persons would <br />be associated with the facility. He was told that the residents would <br />number around 40 - 45 and total staff (including part -time help) would <br />be approximately 40 employees. <br />
