MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />LITTLE The City Engineer recommended approval of two invoices from Twin <br />CANADA ROAD City Hydroseeding for restoration work along Little Canada Road that <br />AND SPRUCE was part of the street repair project in front of Rustic Place as well as <br />STREET around Spruce Street drainage improvement in Ryan Industrial Park. <br />RESTORATION The Engineer reported that due to NPDES requirements, restoration work <br />WORK must occur within a certain time period. Therefore, Twin City <br />Hydroseeding was authorized to do the work. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-6-I43 -APPROVING PAYMENT TO TWIN <br />CITY HYDROSEEDING FOR RESTORATION WORK ALONG <br />LITTLE CANADA ROAD IN THE AMOUNT OF $7,341.70 AND <br />SPRUCE STREET IN THE AMOUNT OF $229.77 AS <br />RECOMMENDED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />THE The City Engineer reported that a resident has raised some issues relative <br />PRESERVE to the grading that has begun for The Preserve development. The <br />Engineer noted that the grading and drainage plans for The Preserve have <br />been approved and meeting the City's requirements. However, when the <br />work began, Mr. Steve Brausen, the property owner adjacent to the <br />southeast corner of the Preserve Court and Preserve Trail intersection, was <br />disappointed with the grade difference between his property and the new <br />development. <br />A meeting was held by the City with the property owner and the developer <br />to look at ways to minimize the grade difference and resolve the property <br />owner's concerns. As a result, Cwo options were identified as outlined in <br />the City Engineer's report dated June 14, 2006. The first option would be <br />to lower the street grade by approximately one foot near the Brausen <br />property. Fill would also be placed onto the Brausen property and over <br />the pipelines. This should result in a less than 4 foot grade difference <br />between The Preserve and Brausen property. Mr. Brausen indicated that <br />he would grant the necessary grading easement for the developer and the <br />drainage and utility easement for the City. <br />The second option involves the relocation of Preserve Trail to the east side <br />of the Brausen property where Mr. Brausen feels the impacts to his <br />property would be lessened.
