name, age, and address of an arrested individual; (b) the nature of the charge against the arrested individual; (c) the time and place of the arrest; (d) the identity of the arresting agency; (e) in- formation as to whether an individual has been in- carcerated and the place of incarceration. "Arrest information" does not include data specifically made private, confidential, or non - public pursuant to M.S.260.161 or any other statute. (M.S. 15.162, Subd. la.) 16. "Summary data" means statistical records and reports derived from data on individuals but in which individuals are not identified and from which neither their identities nor any other charac- teristic that could uniquely identify an individual are ascertainable. (M.S. 15.162, Subd. 9.) 17. "Commissioner" means the Commissioner of the Department of Administration. (MS. 15.162, Subd. 2.) 18. "Medical data" means data collected because an individual was or is a patient or client of a hos- pital, nursing home, medical center, clinic, health or nursing agency operated by a state agency or political subdivision including business and finan- cial records, and data provided by or about rela- tives of the individual. "Security information" means government data the disclosure of which would be likely to substantially jeopardize the security of informa- tion, possessions, individuals, or property against theft, tampering, improper use, attempted escape, illegal disclosure, trespass, or physical injury. "Trade secret information" means govern- ment data, including a formula, pattern, compila- tion, program, device, method, technique, or process (a) that was supplied by the affected in- dividual or organization; (b) that is the subject of efforts by the individual or organization that are reasonable under the circumstances to maintain it secrecy; and (c) that derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use. "Labor relations information" means man- agement positions on economic and non - economic items that have not been presented during the col- lective bargaining process or interest arbitration, including information specifically collected or created to prepare the management position.
