by the state reformatories, prisons, and correction- <br />al facilities, municipal or county jails, lockups, <br />workhouses, work farms, and other correctional <br />and detention facilities which: (a) if revealed, <br />would disclose the identity of an informant who <br />provided information about suspected illegal ac- <br />tivities; and (b) if revealed, is likely to subject <br />the informant to physical reprisals by others. <br />(M.S. 15.1679.) <br />REQUESTS FOR GOVERNMENT DATA <br />(M.S. 15.1621, Subd. 3.) <br />All requests for government data must be <br />in writing and signed by the requesting person. <br />When requesting private or confidential data, <br />the requesting person must identify himself by <br />presenting a Minnesota driver's license or another <br />identification card acceptable to the Responsible <br />Authority or a designee which contains a photo- <br />graph of the individual requesting the data. Re- <br />quests for government data may be received by <br />the Responsible Authority or by the appropriate <br />designee in charge of the particular files or systems <br />containing the government data requested. Every <br />attempt shall be made to comply with the requests <br />in an appropriate and prompt manner as specified <br />by these procedures and by the Minnesota Govern- <br />ment Data Practices Act. <br />- 9 - <br />COLLECTION OF DATA <br />(M.S. 15.163) <br />1. Collection and storage of government data <br />and data on individuals by employees and agents <br />of the city shall be limited to that necessary for the <br />administration and management of programs <br />specifically authorized by the federal government, <br />legislature, and this city. <br />2. Private or confidential data on an indivi- <br />dual shall not be collected, stored, used, or dis- <br />seminated by this city for any purposes other than <br />those stated to the individual at the time of collec- <br />tion in accordance with the following Section 3 <br />except as provided below. <br />J Data collected prior to August 1, 1975, <br />which has not been treated as public, may be <br />used and disseminated for the purposes for <br />which the data was originally collected or for <br />purposes which are specifically approved by the <br />Commissioner as necessary to public health, <br />safety, or welfare. <br />(b,: Private or confidential data may be used and <br />disseminated to individuals or agencies specifi- <br />cally authorized access to that data by state or <br />federal law subsequent to the collection of <br />the data. <br />(c,) Private or confidential data may be used and <br />
