On the basis of preliminary staff review of the application and in accordance <br />with applicable standards and regulations, the Minnesota Pollution Control <br />Agency may issue a permit for construction and operation of the facility <br />subject to special conditions. The construction may not be commenced until <br />the plans and specifications are approved by the Director. <br />The determination to issue a permit based on the application is tentative. <br />Interested persons are invited to submit written coluients. Interested <br />persons may also petition for a public hearing in accordance with Agency <br />Rules of Procedure, MPCA 9 (b)(1). The Agency's review and decision on such <br />a request shall be in accordance with M1'CA 9 (b)(2). Comments or petitions <br />for public hearings should be submitted in person or by mail within thirty <br />(30) days after the public notice issue date. All comments received <br />within thirty (30) days after the public notice is issued will be considered <br />in the formulation of final determinations. <br />Public notice of the plans and specifications is discretionary with the <br />Director, but in all cases a letter notice will be sent to all person who <br />indicate an interest in the plans and specifications. <br />The application, proposed permit including special conditions, comments <br />received and other documents are available for inspection and may be copied <br />anytime between 9:30 a.m. and 3:30 p.m., Monday through Friday. Copies <br />of the public notice, the application information and proposed permit <br />conditions are available at the address shown above.
