page 3 - Planning Commission regular meeting - January 8, 1981 <br />Sharon Timmons felt that because the duplexes and four- plexes were actually <br />less density residential than could be on the property and taking into consideration <br />the fact that the property is bordered by the railroad right of way, that <br />Mr. Waites proposal was the highest and best use of the property. Mrs. Timmons <br />also felt that in view of the fact that the Planner had already studied the <br />proposal and given his recommendation, that there was no need to table the <br />matter for further study. <br />Gene DeLonais stated that he would like some indication from the City Council <br />as to their plans for the entire area. The whole area around the subject <br />property is comprised of 25' lots, and he feels that we are going to see many <br />requests for variances in the area. <br />The motion to table for further study and the 2nd to the motion were withdrawn <br />by Mr. DeLonais and Mr. Frattalone. <br />(e(C\TTErya. c C iw (O('AC., <br />Motion toArezone the property (Lots 5 -23 and 36 -48, Block 13, North Heights <br />Addition) to R -2 with Conditional Use Permits granted for the 4 Four- Plexes <br />made by Mr. DeLonais, 2nd by Mr. Steele. <br />Motion carried 7 -0 <br />FIRESIDE HOME PROPOSAL <br />Mr. Vincent Douglas appeared with a new development proposal for lots on the <br />south side of County Road D. They are now proposing a density of five units <br />per acre, which the Planning Commission members feel is a much more favorable <br />density that what they originally proposed. The developer is wishing to gain <br />additional imput from the Planning Commission members at this time. The <br />new proposal would include the continuation of Allen St. into the property, <br />and a road into the property between the subject property and adjoining <br />property from County Road D. Fireside Homes is proposing 23 buildings with <br />2 units per building. There is a parcel of land 225' wide on the property <br />which is a NSP easement and cannot be built on. <br />Sharon Timmons stated that the Park Commission had indicated that when a <br />new developer comes into the City, they would like the option of obtaining <br />land, if possible, instead of money from the developer. <br />BRUCE HUBBARD PROPOSAL - MINNESOTA MINI STORAGE <br />Mr. Bruce Hubbard appeared asking from the Planning Commission members, their <br />imput into a proposal he has for the land on Co. Rd. B. that Cameron Development <br />was going to build on. The land is presently owned by Nagele, and evedently <br />Cameron Development no longer has plans to develop it. Minn. Mini Storage <br />presently has facilities in Plymouth, Crystal and Eden Prairie. Mr. Hubbard <br />submitted pictures of these other facilities. The proposal for the Little <br />Canada facility would call for strictly Mini Storage units, with no heat <br />and one light in the larger units only. The facility would also have one <br />office warehouse building alon Co. Rd. B on the front of the property. A <br />resident manager would live on the property and the area would be fenced. <br />The area would be open from 7 :30 am to 8:30 pm. The buildings would comprise <br />26% of the property, pavement would be 41% and green area would be 33% of the <br />property. The parking for the office warehouse would be 75 spaces, 22 more <br />than would actually be required. <br />3 <br />
