He noted thaC the original 2003 <br />NPDES Permit was to have been a five year permit, however, due to some <br />legal actions, the CiCy has to reapply for a new permit. One of the changes <br />that was legislated was to have cities encourage more public involvement <br />in this program through public education and outreach on the impacts of <br />stormwater. <br />The Superintendent summarized the City's efforts in addressing storm <br />water issues, which include inspection and cleaning of pollution control <br />structures, Che dredging of one storm water pond, and installation of rain <br />water gardens as part of 2005 and 2006 street improvement projects. The <br />Superintendent also reported that it is staff's intent that the City develop <br />storm water management ordinances which will mirror those being <br />adopted by the Watershed. <br />The Superintendent welcomed any written or oral comments on the City's <br />activities under its Stonn Water Pollution Prevention Program. <br />The City Administrator noted that the earlier discussion relative Co the <br />Watershed's putting its policies into ordinance form and upgrading Che <br />standards for the management and treatment of storm water. This is part <br />of the overall effort to improvement water quality. <br />There was no one from the general public present wishing Co comment on <br />this matter. <br />The Superintendent indicated that comments are welcomed at any time. <br />He also encouraged anyone who witnesses illicit discharge, such as grass <br />clippings being mowed into the street, to contact the City. These grass <br />clippings, as one example of illicit discharge, bring nutrients inCO the <br />storm wafer system which impacts water quality. <br />IC was Che consensus of the Council to authorize Che Public Works <br />Superintendent Co submit the City's Storm Water Pollution Prevention <br />Program to the MPCA as a part of the NPDES Phase II MS4 Permit. <br />ILLEGAL The City Clerk reported that as part of the Sheriff's Department's <br />ALCOIiOL alcohol compliance checks, four liquor businesses in the City sold alcohol <br />SALI±JS to a minor. The violations occurred in December of 2005. The criminal <br />prosecutions of the clerks making the sales have been concluded, and the <br />next step is for the Council to consider an administrative penalty to the <br />businesses involved. <br />17 <br />
