MINUTES <br />CITY COUNCIL <br />JUNE 28, 2006 <br />The City Administrator reported that the processing time for a preliminary <br />and final plat will depend on the quality of submittals that Johnson makes. <br />The AdminisCraCOr noted that Johnson is responsible for hiring the various <br />consultants that will prepare these submittals. The Administrator pointed <br />out that in some cases the platting process moves relatively quickly, and in <br />others it does not. <br />Johnson asked about Che outlots. The Administrator indicated that he <br />would set up a meeting with Maplewood to address the outlot issues. <br />Dave Kielsa, Walter Street, indicated that his property abuts one of the <br />proposed outlots. Kelsa indicated that some of the abutting property <br />owners are interested in purchasing an outlot and others are not. Kielsa <br />stated that his concern was what will happen with the property if the <br />Walter Street property owners do not buy it. Kielsa reported that Johnson <br />indicated that if the outlots are noC purchased, he will use the property for <br />wetland mitigation and will remove Che trees. Kielsa was concerned about <br />the impact of this on his property values. <br />Blesener noted that there are a lot of questions that need Co be answered <br />before the development can go further. The open issues include storm <br />water control, wetland issues, the outlots, and Che proposed park land <br />dedication. <br />Blesener expressed concern with Johnson's proposal to the Walter Street <br />residents that they either have to buy the outlots or he will turn the area <br />into wetland. Johnson replied that he informed the Walter Street residents <br />that they would have the first chance to buy the outlots. If they do not, <br />then he would mitigate it and turn it info a wetland. <br />There was no one else present from the general public wishing to <br />comment on the matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />LaValle felt thaC Che concept looked good, but pointed out that there are a <br />lot of details and questions that will have to be addressed. Keis agreed <br />that there are a lot of questions, but pointed out that the questions will not <br />get unanswered unless the concept plan moves forward. <br />The City Administrator suggested that any approval of the concept be <br />subject to compliance with the City's Subdivision Code, noting Chat all the <br />issues discussed would be addressed through compliance with that Code. <br />Those present were informed that if this concept moves into the <br />9 <br />
