MINUTIrS <br />CITY COUNCIL <br />MARCH 22, 2006 <br />Keis suggested that LCRA be contacted to determine if they would be <br />willing to help finance some of the improvements. The Director indicated <br />that he would make that contact. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-3-80 -AMENDING THE 2006 CAPITAL <br />IMPROVEMENT BUDGET TO INCLUDE IMPROVEMENTS TO <br />THE OLD FIRE HALL IN THE AMOUNT OF $10,575 AS <br />RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />STAFFING The Parks & Recreation Director reviewed his report dated March 22, <br />ISSUES 2006 recommending that Derek Anderson be appointed to the position of <br />Parks Maintenance Supervisor replacing Brad Volk who has resigned to <br />become a Washington County Deputy. The Director reviewed Anderson's <br />work history with the City as well as pointed out that the busy season in <br />parks maintenance is quickly approaching. Therefore, Che Director <br />recommended that the requirement to advertise the vacancy be waived. <br />The Director also recommended that the City hire Matt Mallory on a <br />temporary, full-time basis for a period of six months. This temporary <br />position will be shared by the Parks Department and the Public Works <br />Department. He noted that there will be the need to fill the gap in parks <br />maintenance generated by Anderson's becoming Supervisor as well as a <br />need for additional help in the Public Works Department. The Director <br />reported that Mallory has worked as a seasonal worker for a few years in <br />the Parks Department. He has also assisted Public Works given recent <br />staffing changes in Chat department. The Director indicated that the <br />position would re-evaluated near the end of the six-month period. <br />LaValle expressed concern with not advertising the Parks Supervisor <br />position. <br />The Director noted that the hiring process would likely take four to six <br />weeks if the vacancy were advertised. He again noted that the busy season <br />just beginning for parks maintenance. That, coupled with the availability <br />of a qualified, good employee, the Director asked that the advertising <br />requirement be waived. The Director slated that he was not advocating <br />this approach on a regular basis, but felt that there were unique <br />circumstances in play at this time. <br />17 <br />
