MEMORANDUM TO: - Little Canada Planning Commission, Mayor and City Council DATE: August 5, 1980 RE: Borg, Paul - Rezoning Request (R -1 to R -2) FILE NO.: 758.09 (80.17) BACKGROUND Mr. Paul Borg has requested rezoning of his property located between Jackson Street and the Soo Line Railroad tracks, approximately 160 feet south of County Road B2 (see Site Location Map, attached). According to the survey submitted (Exhibit B), the property in question con- tains approximately 33,650 square feet of area. The lot, shown on•the attach- ments as Parcel B, is currently undeveloped and zoned R -1. Mr. Borg has requested rezoning to R -2 in order that he may build a three - family dwelling (triplex) on the site. Surrounding land uses (shown on Exhibit C) and zoning, are as follows: North - single family residence, presently owned by the applicant, zoned R -1 East - Soo Line Railroad tracks South - single family residence, zoned R -1 West - (across Jackson Street right -of -way) undeveloped, zoned R -1, currently under consideration for P.U.D., proposed by St. Jude Medical, Inc. ISSUES AND ANALYSIS 1. Zoning. Since the R -1 District does not allow multiple - family dwellings as either a permitted or a conditional use, the rezoning to R -2 is the only means by which a three - family dwelling may be constructed. Even if rezoned, the triplex will require a conditional use permit prior to issu- ance of a building permit. In this regard the City need not worry that by rezoning the property, a yet higher use may be requested at some later date.
