adjacent and affected units, this question cannot be resolved <br />and the Council cannot revise the Development Framework <br />forecasts on a piecemeal basis. After all the local plans <br />and the 1980 census are in and reviewed, the Council will <br />make new forecasts for all minor civil divisions in the <br />Metropolitan Area. These revisions will be based on the new <br />information as well as a thorough capacity analysis of <br />regional systems. <br />b. Shoreview's land use plan identifies the location, intensity <br />and extent of residential, commercial, industrial, public and <br />recreation land uses, both on maps and in the text of the <br />plan. <br />c. The city's projected land demand between 1980 and 1990 is <br />consistent with the sector analysis figures used to compute <br />regional land demand for the Development Framework. <br />d. Shoreview will adopt an Integrated Development Ordinance <br />which combines the existing zoning and platting codes. The <br />city anticipates adoption of the new ordinance in 1982. <br />e. The Development Framework classifies Shoreview as an Area of <br />Planned Urbanization. The Shoreview plan addresses and is <br />consistent with this policy area classification. <br />2. Investment Framework <br />The comprehensive plan includes a capital improvement program <br />which presents most of the data required according to the <br />definition of a CIP contained in state law. However, the <br />financial impact that the improvements will have on the city <br />should be quantified. A schedule of annual debt service payments <br />is included. <br />3. Enviromental Protection <br />Shoreview's plan for environmental protection is consistent with <br />the Protection Open Space and Water Resources chapters of the <br />Metropolitan Development Guide and metropolitan policies for <br />stormwater management. <br />4. Housing <br />The housing element of Shoreview's Comprehensive plan adequately <br />addresses the city's housing situation. On the whole, the data <br />summary and analysis, policies and implementation strategies are <br />limited in focus, considering the size of the community, expected <br />growth to 1990, and numerical goals for low- and moderate - income <br />housing. <br />5. Solid Waste <br />The solid and hazardous waste elements of Shoreview's plan <br />describe current waste management services in the city and <br />county. <br />- 12 - <br />
