VI. RECOMMENDATIONS
That the City of Shoreview be advised that:
A. This report constitutes the Council's official review required under
the Metropolitan Land Planning Act.
B. No plan modifications are required as authorized in Minnesota
Statutes Section 473.175, Subd. 1.
C. The plan conforms to metropolitan system plans as follows:
1. The plan is in conformity with metropolitan system plans for
transportation and parks.
2. The plan is in conformity with metropolitan system plans for
sewers. While the plan meets the sanitary sewer requirements of
the Land Planning Act, it does not meet those of a comprehensive
sewer plan. Before submitting the sewer element of its plan to
the Metropolitan Waste Control Commission, the city should
address the additional comments raised by the Commission.
3. The plan is in conformity with metropolitan system plans for
airports. However, the city should continue to participate in
the Anoka County - Blaine Airport Master Plan Study.
D. The plan appears generally compatible with plans of adjacent
governmental units and affected school districts. However, once
Shoreview completes its comprehensive sewer plan it should forward a
copy to Lino Lakes.
E. The plan relates to other adopted Metropolitan Development Guide
Chapters as follows:
1. The plan is consistent with the Metroplitan Development
Framework, Housing and Soild Waste chapters of the
Metropolitan Development Guide.
2. The Capital Improvement Program meets the requirements of MSA
473.852, Subd.4 except that it should include estimates of
the financial impact that the operating costs and revenues
will have on the city. At such time as the city amends its
CIP (at least biennially), it should send a copy to the
Metropolitan Council for review and comment.
3. The plan is consistent with the Protection Open Space and
Water Resources chapters of the Development Guide and
metropolitan policies for stormwater management. However, a
summary of proposed environmental controls should be
submitted to the Metropolitan Council for review and comment
prior to adoption consistent with Minnesota Statutes 473.206.
- 13 -
