VI. RECOMMENDATIONS <br />That the City of Shoreview be advised that: <br />A. This report constitutes the Council's official review required under <br />the Metropolitan Land Planning Act. <br />B. No plan modifications are required as authorized in Minnesota <br />Statutes Section 473.175, Subd. 1. <br />C. The plan conforms to metropolitan system plans as follows: <br />1. The plan is in conformity with metropolitan system plans for <br />transportation and parks. <br />2. The plan is in conformity with metropolitan system plans for <br />sewers. While the plan meets the sanitary sewer requirements of <br />the Land Planning Act, it does not meet those of a comprehensive <br />sewer plan. Before submitting the sewer element of its plan to <br />the Metropolitan Waste Control Commission, the city should <br />address the additional comments raised by the Commission. <br />3. The plan is in conformity with metropolitan system plans for <br />airports. However, the city should continue to participate in <br />the Anoka County - Blaine Airport Master Plan Study. <br />D. The plan appears generally compatible with plans of adjacent <br />governmental units and affected school districts. However, once <br />Shoreview completes its comprehensive sewer plan it should forward a <br />copy to Lino Lakes. <br />E. The plan relates to other adopted Metropolitan Development Guide <br />Chapters as follows: <br />1. The plan is consistent with the Metroplitan Development <br />Framework, Housing and Soild Waste chapters of the <br />Metropolitan Development Guide. <br />2. The Capital Improvement Program meets the requirements of MSA <br />473.852, Subd.4 except that it should include estimates of <br />the financial impact that the operating costs and revenues <br />will have on the city. At such time as the city amends its <br />CIP (at least biennially), it should send a copy to the <br />Metropolitan Council for review and comment. <br />3. The plan is consistent with the Protection Open Space and <br />Water Resources chapters of the Development Guide and <br />metropolitan policies for stormwater management. However, a <br />summary of proposed environmental controls should be <br />submitted to the Metropolitan Council for review and comment <br />prior to adoption consistent with Minnesota Statutes 473.206. <br />- 13 - <br />
