Little Canada City Council <br />Little Canada Planning Commission <br />January 18, 1982 <br />Page Two <br />2. The sewer map as included in the plan is not large enough to be useful. A map using <br />a larger scale should be attached, along with a table on the design capacity versus <br />ultimate needs for each drainage area of the local trunk sewer systems. If septic <br />tank pumpage is permitted into the system, the location of the site(s) should also be <br />indicated. <br />3. The plan should project the number of sewer connections and /or residential equivalent <br />connections to be made by year for the next five years. It is noted that the plan has <br />indicated that several industrial parks will be developed by 1990, however, no <br />industrial wastewater flow k projected. Projection of residential equivalent connections <br />should be inclusive of industrial sources. <br />4. There are no provisions in the plan for the licensing of septic tank pumpers, or re- <br />quirements that the pumpers report the amount of septage and location of septage <br />disposal sites on an annual basis. The City should establish such a program. Licenses <br />should be issued only to those who meet training and knowledge requirements as <br />evidenced by the satisfactory completion of a certifications program. <br />5. The City should report to the Commission the following information annually: <br />(a) <br />(b) <br />(c) <br />Number and location of reported on -site system problems. <br />Amount of septage pumped and location of septage disposal sites. <br />List of pumpers who serve the City. " <br />PLANNING INVENTORY <br />METROPOLITAN COUNCIL RECOMMENDATION <br />The City should amend its plan under the provisions of Minnesota Statutes Section 473.856 <br />to include the amended boundary of Grass- Vadnois Lake Regional Park and the regional <br />snowmobile trail from Phalen- Keller Regional Park to Keller -Bald Eagle Lake Regional <br />Park as defined in the Ramsey County Comprehensive Plan. <br />':ESPONSE <br />Page 91 - Parks and Recreation Facilities, Paragraph 3 - Change to Rea as Follows: <br />Further recreational needs can be accommodated by usage of regional parks such as <br />the Grass Lake - Vadnais Lake Park Preserve. This 1,380 acre regional park is located <br />in the extreme northern portion of Little Canada and in contiguous portions of the <br />Cities of Shoreview and Vadnais Heights. It should be noted that in the approved <br />Master Plan, no provisions for local or neighborhood recreational facilities were made. <br />The provision of neighborhood playgrounds will be the responsibility of Little Canada <br />and the other municipalities. <br />6,0 <br />
