MINUTES <br />Planning Commission <br />Dec. 1, 1983 <br />Manufactured Mrs. Timmons commented that the copy of the Blaine ordinance is very <br />Housing restrictive. <br />(Cont.) <br />Mr. DeLonais stated that he was happy with the situation as long as <br />the requirements for manufactured homes werethe same as for a stick - <br />built home in the R -1 district. <br />Mr. Grittman reported that the Planner's office has checked around <br />and there are no court cases pending. The Manufactured Housing <br />Industry does not want to push the issue right now because it might <br />draw attention to what is perceived as a had bill. <br />Mrs. Timmons asked what other cities are doing about this. Mr. <br />Grittman replied that a lot of cities have passed ordinances and <br />several others are in the process. <br />Mr.. DeLonais asked if the sample ordinance contained the same <br />features as the City's R -1 code. Mr. Grittman replied that they <br />are about the same. Mr. Grittman stated that the point of the <br />statute was that manufactured housing could not be discriminated <br />against. <br />Mr. Costa asked if this ordinance would allow a manufactured home in <br />an R -1 district. Mr. Grittman replied that it would, but it would <br />have to be a double -wide home with the proper square footage. <br />Mr. Grittman stated that it was pretty tough to draft an ordinance <br />prohibiting the manufactured home in an R -1 district. <br />Firs. Timmons asked how the square footage was determined in a multi- <br />level home. Mr. Grittman replied that the outside dimensions of the <br />home were used. <br />Mrs. Timrnonas asked about the section of the ordinance dealing with <br />roof pitch. Mr. Grittman replied that some cities tried to get <br />around the ordinance by the roof pitch. However, this was thrown <br />out. Mr. Grittman stated that the 3 /12th's roof pitch referred Lo <br />in the ordinance is about the minimum roof pitch that there is on a <br />stick - built home. <br />Mr. DeLonais recommended that City Code be amended by adding <br />Section H to 903.040 of the Little Canada Zoning Ordinance. <br />Motion seconded by Mr. French <br />Motion carried 5 - 0. <br />Mr. Vitale abstained as he was not present during most of the <br />discussion. <br />Page -2- <br />
