MINUTES <br />Planning Commission <br />Dec. 1, 1983 <br />Items Requiring <br />Action Of The Mr. DeLonais pointed out that the Council recently acted on a <br />Planning building permit for The Yard. Mr. DeLonais asked if this item <br />Commission should have come first to the Planning Commission for action. <br />Mrs. Scalze reported that this item met all building codes and <br />previously did not require Council action. However, the Council <br />recently requested that all building permits requested in industrial <br />areas come before the Council. <br />Mr. DeLonais asked if the Planning Commission was also to review <br />all commercial buildings. Mr. DeLonais asked that the Planning <br />Commission be given a clarification of this. <br />Mr. DeLonais also reported that the Planning Commission has not <br />received any information on Appendix E. Mr. DeLonais asked if <br />the Planning Commission shouldn't get something on this item. <br />Mr. DeLonais stated that the Planning Commission would like to <br />know things that have been adopted by the Council so that they <br />can follow these Codes. <br />Mrs. Scalze stated that there was no reason why the Planning Commission <br />shouldn't get a copy of Appendix E. Mrs. Scalze also informed the <br />Planning Commission that she recently learned that The Yard does not <br />have to be sprinkiered because it is a garage facility, and under <br />Appendix E a sprinkler system is not required for garages. Scalze <br />stated that this appears to be a big loophole in Appendix E as <br />a building could be built as a garage and later sold and used as a <br />warehouse, and no sprinkler system would be in place. Scalze <br />pointed out that the City does not have a licensing system to catch <br />this. <br />B -3 Text Mr. Crittman reported that a text amendment has been requested for <br />Amendment B -3 areas so that screen printing of garments can be allowed. Mr. <br />Grittman reported that there are two gentlemen who would like to <br />build such a business on some property located on Viking Drive <br />east of Rice Street. Mr. Grittman reported that the property is B -3 <br />and the ordinance allows several businesses in this zone. Copy <br />service printing is already allowed in a B -3 zone, but commercial <br />printing is not. <br />Mr. Costa asked the size building that was being planned. Mr. <br />Grittman replied about 3,000 square feet. <br />Mr. Costa asked if the gentlemen will be coming in with their plans. <br />Mr. Crittman replied that they will. Grittman also pointed out that <br />this business would be a conditional use, if the ordinance were <br />amended, which would still allow for control by the City. <br />Page —3— <br />
