Little Canada City Council <br />16 November 1983 Page Two <br />Proposed Features <br />• Proposed streets: no City streets are proposed. <br />• Location and size of proposed sewer lines and water mains: water <br />and sewer will have to be provided to the warehouse in the rear. <br />Location and size are subject to approval of the City Engineer. <br />• Easements: several easements will have to be created for utilities, <br />drainage, access and parking. They are not shown on the submitted <br />plan. <br />• Lots and blocks: Lot 1 is 1.24 acres and contains the warehouse. <br />Lot 2 contains the laundromat and convenience store and is approximately <br />.64 acres. Lot 3 contains the office building and is .27 acres. Lot 4, <br />with the apartment building, contains .33 acres. <br />to Minimum front street setback lines: these are not shown. However, <br />due to the fact that some of the uses are nonconforming and all are <br />pre - existing, the applicant has requested that setbacks be waived <br />under the P.U.D. agreement. <br />The site is located in an I -1 district which makes the existing use, particularly <br />the apartment building, partially nonconforming. In addition, several condi- <br />tions exist on the site which are undesirable or even dangerous. Among these <br />are: 1) the manner in which parking is shared throughout the site indiscriminately, <br />2) the warehouse building has no direct City utility connection, and 3) the <br />existing driveway which is between the apartment and the office building is <br />only about 16 feet wide, just barely enough for two cars to pass and the <br />apartment entrance opens directly onto the drive. <br />The Planned Unit Development process is an appropriate tool to employ in <br />this situation. The owner benefits by being able to sell off individual <br />buildings and lots, and the City benefits by being able to impose restrictions <br />on the subdivision to mitigate existing problems over which it presently has <br />no control. <br />RECOMMENDATIONS <br />We recommend that the following requirements be made of the applicant as <br />conditions to approval of the preliminary plat and prior to approval of the <br />final plat: <br />1. Site Plan <br />a. Applicant must submit a plan showing all proposed utility locations <br />and easements, including a hydrant on the warehouse parcel, size <br />and location subject to approval of the City Engineer. <br />23 <br />
