MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2006 <br />DRAINAGE The City Administrator reviewed the City Engineer's report dated <br />ISSUES - October 6, 2006 relative to options for resolving a drainage issue at <br />RESOURCES Resources for Child Caring (RCC) located in Yorkton Industrial Park. <br />P'OR CHILD The Administrator noted that the drainage problems that Chis property is <br />CARING experiencing is the result of surrounding development. Run-off is coming <br />fi•om surrounding areas and negatively impacting the Resources for Child <br />Caring property. <br />The Administrator noted that the Council previously approved two storm <br />water improvements for this property. One was for the installation of a <br />valley gutter across the south driveway and the other for the improvement <br />of a drainage Swale along the south side of the property. Both were <br />contingent on RCC agreeing to abandon the south five feet of their parking <br />lot and granting the City an easemenC over the area for the Swale. Given <br />the impact that Chis would have on RCC's ability to get deliveries from the <br />various sized trucks thaC use their back lot for access to their loading dock, <br />RCC was not willing Yo grant the easement. <br />The Administrator reported that the Engineer then explored other options, <br />and deCennined that Che most feasible option aC this point is to extend Che <br />existing storm sewer east of the building through Che parking lot to provide <br />direct connection of the drainage from Yorkton Avenue and the storm <br />water pond to the southwest. The valley gutter originally proposed would <br />also be constructed. Estimated cost of the projecC is $60,000. <br />The Administrator indicated that given this project will correct a drainage <br />problem that is coming from a number of properties and impacting the <br />RCC property, it was his recommendation that the City pay the cost of the <br />project. He recommendation was that the project be bid as part of the <br />City's 2007 improvements. The Administrator noted that RCC would like <br />the City to construcC the project this year. The Administrator indicated in <br />addition to Che possibility of obtaining a better price if this project were <br />bid with the 2007 improvements, the main reason to undertake the project <br />in the spring of 2007 is for an easier construction process when soils are <br />not frozen. A winter project would be a much tougher construction, and <br />have more impact on RCC, especially since the project will extend across <br />the RCC parking loC. <br />Sue Crownhart, Office Manager for RCC, indicated that a spring project <br />was agreeable to Chem, and stated that RCC appreciates the City's <br />willingness Yo address this drainage problem. Crownhart indicated that the <br />drainage problem has caused them a lot of concern as well as increased <br />Workers' Compensation costs, given injury to employees due to the icy <br />conditions that result in the winter from the drainage into their parking lot. <br />4 <br />
