MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2006 <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-IO-240 -CHANGING THE NOVEMBER 22, <br />2006 REGULAR COUNCIL MEETING TO MONDAY, NOVEMBER <br />20, 2006AT 7:30 P.M., AND THE TIME OF THE NOVEMBER 20, <br />2006 COUNCIL WORKSHOP MEETING FROM 4:30 P.M. TO 5:30 <br />P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />WATER The City Administrator reviewed the Public Works Superintendent's <br />SERVICE report dated October 5, 2006 recommending that Che City allow for the <br />PIPE use of plastic water service pipe. It was noted that the use of plastic <br />MATERIALS versus copper pipe has become acceptable, and is approved by the State of <br />Minnesota as well as the American Water Works Association. The reason <br />for the proposed change is that the cost of copper has gone up <br />dramatically, resulting in contractors having to charge much higher rates <br />to install copper water services. There has also been a dramatic increase <br />in theft of copper from jobsites. <br />If the Council is agreeable to this change, the Administrator noted that <br />staff would draft an ordinance aanendment that would provide the <br />flexibility to use plastic water service pipe at the discretion of the Public <br />Works Superintendent. <br />Blesener suggested that rather than put the burden on the Public Works <br />Superintendent, that the use of plastic water service pipe be allowed <br />wherever approved by the State of Minnesota. <br />The City Administrator reported that staff would verify which State <br />Agency would oversee the use of plastic water service pipe. He indicated <br />that staff would bring back a proposed ordinance for the Council's review. <br />EDGERTON Blesener noted that a number of residents living along Edgerton Street <br />STREET have requested that Che speed limit on Edgerton from 694 south to County <br />SPEED Road B be lowered. The current speed limit is 40 miles per hour. <br />STUI3Y Blesener noted that there are sections of Edgerton Street outside the Little <br />Canada borders where the speed limit is lower. <br />Blesener reported that a petition from Edgerton Street property owners <br />requesting the lower speed limit has been presented to Ramsey County <br />7 <br />
