MINUTES <br />CITY COUNCIL <br />OCTOB)/R 11, 2000 <br />Commissioner Jan Parker. Commissioner Parker has written a letter <br />explaining Che County's and City's role in an issue of Chis nature, noCing <br />that it is the State of Minnesota that regulates speed limits. The first step <br />that Che State does when presented with a requesC for a speed limit change, <br />is to conduct a speed study. Blesener noted that based on the results of a <br />speed study, the State may determine that Che speed limit be increased, <br />decreased, or remain the same. The State will typically utilize the speed at <br />which Craffic moves along a street as the basis for determining what the <br />speed limit should be. In many cases speed limits are increased based on <br />the result of a speed study. Blesener noted that it is for this reason that the <br />City of Little Canada has been reluctant Co request a speed study for <br />Edgerton Street. <br />Blesener read the Public Works Superintendent's report dated October 4, <br />2006 relative to this issue which verified MN/DOT's use of prevailing <br />speed to determine and set speed limits on streets. The Superintendent <br />also outlined his discussions with Che County Traffic Engineer on this <br />issue, who indicated that this would be a good time to conduct an <br />Edgerton Street speed study given that once has not been done since 1983, <br />traffic volumes have increased on Che street, and Che Unweave the Weave <br />project has significantly impacted the street. The County Engineer has <br />indicated that in some cases when the State has deCermined Chat a speed <br />limit should be increased, he has been able Co convince the State not to do <br />so. <br />Blesener read Che resolution requesting the State conduct Che Edgerton <br />Street speed study which outlines the reasons for doing the study, as well <br />as the City's goal is to lower the speed limit on Edgerton Street within <br />Little Canada consistent to the EdgerCOn Street speed limiC in neighboring <br />jurisdictions. <br />Montour suggested that Che City jusC take action and post lower speed limit <br />signs. The City AdminisCrator pointed out that should traffic violations <br />occur on EdgerCOn Street, enforcement could be problematic if the City <br />arbitrarily posted a speed limit wiChout State approval. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006-70-247 -REQUESTING THAT THE <br />MINNESOTA DEPARTMENT OP TRANSPORTATION COND UCT A <br />SPEED STUDY ON EDGERTON STREET WITHIN THE CITY OF <br />LITTLE CANADA FOR THE PURPOSE OF LOWERING THE <br />SPEED LIMIT ON EDGERTON STREET <br />
