MINUTES <br />CITY COUNCIL <br />MAY 22, 2013 <br />PURSUE <br />SHARED <br />MULTI- <br />FAMILY <br />PATROL <br />POSITION <br />DEVELOP <br />PLAN FOR <br />OWASSO/ <br />WOODLYN <br />REDEVELOP- <br />MENT AREA <br />The City Administrator reported that the Vadnais Heights City <br />Administrator will be discussing a shared multi- family patrol position <br />with the Vadnais City Council later this week. The Administrator <br />indicated that he would update the Council on the outcome of this <br />discussion. <br />The City Administrator reviewed a diagram of the Owasso /Woodlyn <br />Redevelopment Area. 1-le reported that Verizon has contacted the City <br />indicating that they would like to construct another cell tower in this <br />area. The Administrator pointed out that the City's ordinance requires <br />co- locates, where possible, noting the existing tower on the former <br />Donovan site. The Administrator indicated that he asked Verizon to look <br />at the R & S piece for a new tower if it proves that a co- locate is not <br />possible. The Administrator reported that Verizon has informed him that <br />even though cities require that towers accommodate co- locations, the <br />towers are typically constructed to minimally meet this standard. Verizon <br />feels this is likely true for the existing tower which already has four co- <br />locations. Verizon indicated that additional co- locations would require <br />significant reinforcement of the tower. <br />The Administrator reported that he discussed the City's potential purchase <br />of the R & S property with its owners, who indicated the possibility that <br />the City purchase their property and lease the building back to then. The <br />Administrator indicated that if the City purchased the R & S lot at the <br />southeast end of their entire site, that lot could be used for a tower location <br />as well as be incorporated in the redevelopment area. <br />There was discussion about the City selling the lease for the cell tower on <br />the former Donovan site. The Administrator indicated that he would work <br />on a potential sale. He indicated that if the existing tower will not <br />accommodate additional co- locations, the City would be obligated to <br />approve a second tower. Blesener asked if there was any exposure to the <br />City in selling the lease it holds on the existing tower and then purchasing <br />land and approving a second tower on the land the City owns in the same <br />general area. The Administrator indicated that cell providers are all aware <br />of what is going on in the market. He also noted that Verizon will look at <br />the area and chose the best site for them. I -Ie indicated they prefer existing <br />City property at this time. <br />The Administrator reported that the key piece of property in this <br />redevelopment area is the McGough property. The Administrator <br />indicated that he has not been able to get a definite answer from McGough <br />relative to their involvement in a redevelopment project. The <br />2 <br />
