MINUTES <br />Planning Commission <br />July 7, 1983 <br />Schrier Mr. John Daubney appeared before the Commission representing Mr. Schrier <br />Proposal and requesting approval of the Schrier proposal for the development of <br />his property on County Road C. Mr. Daubney pointed out that the proposal <br />is a combination of multi- family, single family and townhouses. Mr. <br />Schrier is also requesting a zoning change, but this will not increase <br />the density of the property. <br />Mr. Daubney also pointed out that Mr. Schrier has provided emergency <br />access to the townhouses, which was requested by the Commission. <br />Also a variance is necessary for a cul -de -sac in excess of 500 feet. <br />Conditional use permits are also necessary for townhouses in an R -2 <br />zoning district and for cluster housing in an R -2 district. <br />Mr. Daubney pointed out that the density proposed by Mr. Schrier is <br />less than what is permitted under the property's present zoning. Daubney <br />also stated that the Planner has recommended and the Council has approved <br />the stepped -down zoning concept. <br />Mr. Daubney pointed out that neither Mr. Schrier nor Mr. Frattalone are <br />in favor of the access from the Schrier property to the Frattalone <br />property as has been previously discussed. <br />Mr. DeLonais asked the number of apartment units that were being proposed <br />Mr. Schrier replied that he is proposing 96 apartment units. The <br />apartments will be serviced by a 24 foot pavement. <br />Mrs. Timmons pointed out that the whole idea was to buffer Iona Lane <br />from the apartments and now there will be five single family homes in <br />the Frattalone property that will abutt apartments. <br />Mrs. Kingsbury asked if there will be any buffering to these homes. <br />Mr. Schrier stated that there will be about 20 to 25 feet from the <br />apartments to the property line. <br />Mr. Frattalone stated that he had no objection to the Schrier proposal. <br />Mr. Ducharme asked the length of the cul -de -sac. It was replied that <br />the cul -de -sac would he 900 feet long. <br />Mrs. Timmons asked if the Commission could recommend that some sort of <br />buffering be required between the apartments and the single family homes. <br />Ms. Bronken replied that there is no buffering requirement in the <br />ordinance for buffering between residential areas. <br />Mrs. Kingsbury asked if the quad homes would be sold. Mr. Schrier replied <br />that with the expection of the apartments, everything would be sold. <br />Mr. Daubney pointed out that some people felt Mr. Schrier was using property <br />in the lake in determine the amount of density he was allowed.
