He currently rents this space to businesses such as Jacobsen <br />Construction, Collins Electric, and Quality Asphalt. <br />Knudsen pointed out the City Planner's report which indicates that <br />outdoor storage is an accessory use only. It a business is not a tenant in <br />the building, then that business' outdoor storage would not be allowed. <br />The City Planner replied that that is correct. The current Code does not <br />allow outdoor storage as a principal use of a property. The Planner noted <br />Che recent CUP issued Co Rick Igo's property in Ryan Industrial Park <br />which made Che outdoor storage site plan more generic, thus allowing <br />businesses to come and go from the building without having to amend the <br />CUP. He noted that the Igo CUP required that all outdoor storage be <br />confined to the back of Che building, screened from view of the right-of- <br />way, and materials storage had to be on pa]lets or trailers. Outdoor <br />storage was limited to the tenants of the building only. <br />Rossow reported that 3164 Ryan Lane is a unique property as it is so <br />large. Rossow again noted thaC given the pipeline location Che most <br />efficient use of the property would be with two small buildings with <br />outdoor storage. Rossow noted that the markeC is such that businesses ar•e <br />looking for a small office area with a large outdoor storage area. Rossow <br />fe1C iC was better for him to have the outdoor storage on the property to <br />keep some activity on the land and the weeds down. <br />Rheaume suggested that Rossow could structure a lease so that a business <br />rents a very small portion of the building and would then be allowed <br />outdoor storage area. The CiCy Planner indicated that the currenC Code <br />does not have a ratio requirement of office area Co outdoor storage area. <br />The City Planner reviewed his May 4, 2006 report highlighting his <br />recommendations as follows: <br />1. Storage is located only behind Che front line of the building. <br />2. Storage is screened from the public street by fencing or <br />landscaping. <br />3. Storage of parts or materials is allowed only within <br />enclosed containers or loaded on pallets or Crailers to ]imiC <br />uncontrolled spread. <br />4. Storage is allowed as an accessory use only -businesses or <br />individuals who are not tenants of the principal building are <br />not allowed to utilize the outdoor storage area. <br />4 <br />
