French moved a recommendation to the City Council that the <br />request of Mr. Slim Frattalone for a conditional use permit in order <br />to construct a Earm building be approved. <br />Motion seconded by Mr. DeLonais. <br />Motion carried 8 - 0. ' <br />Mr. Costa expressed concern that Mr. Frattalone has been in business <br />in the City for many years as a farmer and there was no faith shown <br />in Mr. Frattalone that the use of the building would be agricultural. <br />Mr. Ducharme disagreed with Mr. Costa's comments and stated that the <br />Commission was only concerned about the use of the building should <br />it be sold. <br />Mr. Costa informed the Commission that he had to leave the meeting <br />at this point as he had another engagement. <br />Mrs. Timmons moved a recommendation to the City Council for approval <br />iof the lot split of the Frattalone property as proposed. <br />Motion seconded by Mr. Ducharme. <br />Motion carried 7 - 0. <br />The Planner submitted to the Commission his recommendation on the <br />Cordie Howe variance request. The Planner reported that the property <br />is located on Ruth Street north of the Hughe: development on Ruth <br />Street. <br />The Planner reported that "r. Howe is proposing to construct 5 <br />four- plexes. The prooerty is currently zoned R -2. The development <br />would be a continuation of the Hughes development to the south. <br />The planner reoorted that there are five lots involved all with <br />Frontao,e on 'nth Street. All of Cie lots meet the znnin; requirements <br />-:<cept ror the northern most lot which would require n two inch <br />variance. <br />Thr. 'tanner also reported that n roolat of the property is necessary <br />is the lots are currently divided into 25 Foot tots. The renlnt would <br />^ae the tots into F ;ve 125 Poor lots. The City will also need <br />drainage and nritjty easements around the lot lines. The City <br />Attorney will need a certificate of title to review the ownership <br />of the oroperty and the Engineer must review the grading and drainage. <br />The Planner stated that this development will provide for a continuous <br />development along the railroad tracks. <br />Page -3- <br />mmit <br />
