MINUTES <br />City Council <br />March 3, 1983 <br />Heather Oaks <br />Jerry Carle <br />Landscaping <br />Mrs. Timmons asked who will pay for utility repairs or street repairs <br />in this development. Mr. Licht replied that the Homeowners Association <br />would have to pay for this. <br />Mrs. Timmons asked if the mill rate were reduced on a private drive. <br />Mr. Licht replied that it is not. However, the homeowners have <br />elected to pay for their own and the purchasers are aware of that <br />before buying the property. <br />Mr. McKenzie stated that the property will be maintained by the <br />Homeowners Association, but the residents will still be paying <br />property taxes like everyone else. <br />Mr. Vitale asked if there would be a Iroblem with cars backing out <br />on Viking Drive. Mr. McKenzie stated that he did not know. McKenzie <br />stated that they are waiting to see how the City approaches the State <br />on Viking Drive. <br />Mrs. Timmons recommended denial of the Heather Oaks PUD as presented <br />in light of the density proposed, the distance between the buildings, <br />the driveway widths unto Viking Drive, and the lack of a recreational <br />area. <br />Motion seconded by Mrs. Kingsbury. <br />Motion carried 8 — 0. <br />Mr. Costa stated that the development had too much confinement and <br />felt there were hound to be families in the development and felt that <br />a recreation area should be provided. Mr. Costa stated that he felt <br />with better planning this could be a beautiful development. Costa <br />suggested more spacing of the buildings. Mrs. Timmons stated that <br />these suggestions might even bring a higher sale price for the <br />property. <br />Mr. Costa pointed out that people will have to live in this area. <br />Mr. Licht handed out a report he prepared on Jerry Carle's proposal <br />for a landscaping business on Country Drive. Mr. Licht reported <br />that the proposed trailer is not allowable within the ordinance <br />requirements and informed the Commission that in order to allow this <br />an ordinance text amendment would have to be applied for. <br />Also the subdivision of 6,000 square feet is not allowable. <br />Mr. Licht reported that the City will need more from Mr. Carle in <br />terms of setbacks and dimensions for the project. The report identifies <br />what is needed from Mr. Carle. <br />Page —8— <br />
