MINUTES <br />Planning Commission <br />November 10, 1988 <br />Frattalone <br />Rezoning <br />Request <br />(Cont.) <br />The Planner reported that the City is interested in seeing the undeveloped <br />property in the City developed with substantial, high - quality buildings <br />and not substantially with outdoor storage. <br />The Planner suggested that the rezoning be tabled at this time so that he <br />could study the performance standards in the I -1 District and see if those <br />standards could be upgraded. The Planner pointed out that the City is <br />interested in seeing the I -1 property within the City upgraded. The <br />Planner felt there may be a compromise that could be worked out. <br />Bob DeBace asked if the City has studied the I -1 properties on an <br />individual basis. <br />The Planner replied that he has gone through Ryan Industrial Park on a <br />lot by lot basis to determine which properties are in compliance with <br />City Codes and which are not. This information can be used by the City <br />at the time that business licenses are renewed in an attempt to bring <br />properties closer to Code compliance. The Planner pointed out that there <br />are certain things, however, that are grandfathered in. <br />DeBace reported that the attitudes of the building department a few years <br />ago resulted in a poor attitude for the business owners in the park. <br />DeBace felt it was time that the City worked with the business owners in <br />the park. <br />DeLonais agreed that the City has to work with the Ryan Industrial Park <br />property owners and give them time to bring their properties into conformance. <br />The Planner replied that the City realizes that it will be a gradual process, <br />and the City is not shutting businesses down that do not comply. <br />The Planner again suggested that the rezoning request be tabled until he <br />can study the performance standards for the I -1 District further. <br />Frattalone stated that he was agreeable to that. Frattalone stated that <br />he was willing to make some compromises, but his main concern is that if <br />he wishes to sell his building, the I -P zoning will have a negative effect. <br />Frattalone also stated that if the City wishes to retain I -P zoning on <br />the portion of his property fronting on South Owasso Blvd, he could live <br />with that, but would like his entire property rezoned to I -1. <br />DeLonais recommended that action on the Frank Frattalone request for <br />rezoning of his Spruce Street property from I -P to I -1 be tabled for <br />one month pending a report from the City Planner. <br />Motion seconded by Schweizer. <br />Motion carried 4 - 0. <br />Page 7 <br />
