MINUTES <br />Planning Commission <br />November 10, 1988 <br />Conoco Roger Phillips, operator of the 76 Station, pointed out that there is a <br />Service lot of competition between gas stations in that area already. Phillips <br />Station informed the Commission that he has pictures of all the service stations <br />CUP (Cont.) in the City as well as convenience stores. Phillips statedd that he could <br />see no reason to bring more competition into the area. <br />Mrs. Mondor was concerned with the proposed driveway on Centerville Road <br />and felt that the driveway would add to the already dangerous situation <br />on the road. <br />The Planner reported that the Conoco driveway is proposed to be 15 feet <br />away from the Mondor driveway. <br />Costa asked the zoning of the property. <br />The Planner replied that the property is zoned B -3, and the proposed use <br />would fit within the zoning. The Planner reported that B -3 zoning extends <br />to the Water Works property on Centerville Road and to the St. John's <br />Convent property on Little Canada Road. <br />Herkenhoff asked if marketing studies have been done to determine if another <br />gas station /convenience store would be successful in this area. <br />Brevitz replied that he has conducted such a study, and pointed out that <br />there is no convenience store located on the east side of 35E. <br />DeLonais asked if the operation would be 24 hours. <br />Brevitz replied that they would anticipate an 18 hour per day operation. <br />DeLonais questioned how the Commission could not approve the proposal since <br />the property is properly zoned. However, DeLonais stated that he objected <br />to the curb cut on Centerville Road, feeling that there is already a traffic <br />problem in the area and there will be increased traffic when the industrial <br />property to the north is developed as well as the park property to the <br />north. <br />Costa agreed that there was a traffic problem in the area. <br />The Planner pointed out that two driveways are needed for the proposal, <br />and there is no other way to plan these driveways. It is not possible <br />to place both driveways on Little Canada Road. <br />Herkenhoff suggested that the Mondor property be included in the proposal. <br />Brevitz reported that he contacted the Mondor's, however, their price <br />was too high. <br />The Planner pointed out that a couple of years ago an office building <br />was proposed on the site and the City was considering the use of Tax <br />Increment Financing so that the Mondor property could be included as <br />well.
