MINUTES <br />Planning Commission <br />July 14, 1988 <br />North Mr. Phil Saari, North Suburban Developmental Achievement Center, appeared <br />Suburban before the Commission requesting a conditional use permit so that the <br />Developmental Centercan establish a service site at 93 West Little Canada Road. <br />Achievement <br />Center Saari reported that the Center will be retaining their facility at 2940 <br />Rice Street, but will be scaling the size down from approximately 95 <br />clients to 75. It is anticipated that 30 clients will be served by the <br />new site, although this site will have licensing for 40. Saari reported <br />that many of the clients of the Center hold jobs in the community. Times <br />that the clients will be at the site will vary and not all clients will <br />be at the site at any one given time. <br />DeLonais asked if there would be bus service to the site. <br />Saari reported that many clients use Metro Mobility, which is a door to <br />door bus service, although some clients will use the MTC and will walk <br />from Rice Street to the site. <br />DeLonais pointed out that there are no sidewalks in this area. <br />Costa asked if clients will be walking from one site to another. <br />Saari reported that the sites will be two distinct sites and clients <br />will not be going from one to another. Saari also reported that those <br />clients using the MTC are capable of doing so. <br />Saari reported that the center does much of its training in the community. <br />The center trains its clients for employment in the community. Each <br />client has a level of productivity and can be trained for employment to <br />become a tax - paying person rather than a tax - dollar user. <br />Costa asked if there have ever been any problems at the Rice Street site. <br />Saari replied that to his knowledge there have been no problems. <br />Mr. Cardinal, 96 W. Little Canada Road, asked the hours of operation <br />and whether there would be clients visiting the site at night pointing <br />out that the area is not well lit. <br />Saari reported that while hours of operation are from 8:30 A.M. until <br />4:30 P.M., clients' hours are 8:30 A.M. until 2:30 P.M. Monday through <br />Friday. <br />Mr. Len Notto, building owner, asked why a CUP was necessary. <br />The City Planner reported that the City has decided that these types <br />of uses are appropriate in every zoning district, however, felt that <br />a CUP should be required so that the City would have the opportunity to <br />review every proposal and address items such as the safety concerns which <br />are being addressed tonight. <br />Page 4 <br />
