MINUTES <br />Planning Commission <br />September 8, 1988 <br />Multiple <br />Rezonings <br />The City Planner reviewed his report dated September 1, 1988 on the <br />multiple rezonings which have been initiated by Council action. The <br />Planner reported that in considering the Country Drive relocation <br />issue, the City Council raised concerns about the area adjacent to <br />Country Drive and how development of these areas would effect Country <br />Drive. Therefore, the Planner was asked to review the area and make <br />a recommendation for the rezoning of the northwest area of the City <br />from property on South Owasso to the north boundary of the City. <br />The Planner then began a review of the proposed rezonings. The Planner <br />reported that there is a small area of the City, primarily the Kath Bros. <br />property, which he is proposing be rezoned to B -2 since that zoning better <br />fits the use to which the property is being made. <br />DeLonais asked if retail car sales would be allowed under the 8-2 zoning. <br />The Planner replied that retail car sales would be allowed in both the <br />B -2 and B -3 zones by conditional use permit. <br />Davison asked if the present development in the proposed B -2 zoning would <br />be considered non - conforming or would be allowed to expand. <br />The Planner reported that present development would be conforming under <br />the B -2 zone and the zoning actually better fits the development existing. <br />The Planner pointed out that most of Rice Street is being proposed as B -3 <br />zoning, General Business District. The Planner stated that in his opinion <br />the B -3 zoning of Rice Street is more appropriate for the business climate <br />along that street. <br />DeLonais asked why IP was being proposed south of Owasso Blvd. <br />The Planner reported that that property is presently zoned I -1 and there <br />has been some interest in Mid -West Spring expanding. Given this fact, <br />the Planner felt that IP was more appropriate than the present I -1 zoning. <br />Lawrence Nadeau asked if he could request that his property be rezoned to <br />B -3. <br />The Planner reported that the various property owners should make their <br />feelings known to the Planning Commission as well as the City Council. <br />The Planner pointed out that he did not consult with the various property <br />owners when making his recommendation. <br />The Planner pointed out that he is proposing BW, Business Warehouse, zoning <br />for the Knox and Levitz properties because that zoning fits the use to <br />which the property is currently being made. <br />DeLonais asked the proposal for the property adjacent to the Water Works. <br />The Planner is proposing IP zoning next to the Water Works. <br />Page 6 <br />
