MINUTES <br />Planning Commission <br />September 8, 1988 <br />The Planner also pointed out that he is proposing Public zoning for the <br />City Garage site. <br />I -1 zoning is proposed for Ryan Industrial Park and the Woodlyn Avenue <br />area largely because these areas are fully developed and relatively <br />isolated. Therefore, the Planner recommended that these areas not be <br />rezoned. <br />Another area proposed to remain I-1 is the Bwana Archery site and the Best <br />Auto site. <br />The bulk of the property is proposed as IP. IP zoning requires masonry <br />facade construction, minimum landscaping requirements, restricts lot <br />coverage to 35 %. These requirements are not present in I -1 zoning. <br />The Planner is proposing the trailer park on Country Drive be rezoned <br />to IP. The Planner pointed out that the effect of this rezoning is <br />negligible since the trailer park use is already non - conforming under <br />the present zoning of the property. <br />The Planner pointed out that the Suburban Auto Body site is proposed to <br />be rezoned IP and this site would be most effected by a rezoning, since <br />the present use would become non - conforming. <br />Mrs. Elaine Zoch asked if under the IP zoning heavier industrial uses <br />would be allowed. <br />The Planner stated that the uses are generally the same except that <br />major auto repair and building material sales would not be allowed in the <br />IP District while it is in I -1. Also, the IP District would not allow <br />metal buildings. <br />Zoch asked what zoning is anticipated for the Country Drive property <br />along the freeway. <br />The Planner anticipated that B -3 zoning would remain on this property. <br />However, this does not mean that the Council would not entertain an <br />industrial development if one was presented. However, the Planner <br />pointed out that a B -3 use is more likely since a higher value will be <br />needed so that Tax Increment Financing can be used to help in the <br />Country Drive project. <br />Zoch pointed out that the City required her to retain three residential <br />lots at the corner of Yorkton Ridge and Condit and she questioned the <br />effect on the value of these lots given the proposal for lowering the <br />property across the street and developing it as B -3. <br />The Planner pointed out that Condit Street would remain in its present <br />location and felt that the effect of development across the street from <br />the Zoch property would be less if that development was lower and screening <br />provided. <br />Page 7 <br />
