MINUTES <br />Planning Commission <br />September 8, 1988 <br />Zoch disagreed and felt her property would be devalued. Zoch reported <br />that Larry Lee has informed her that there is a possibility of rezoning <br />the west side of Condit to B -3. <br />The City Planner replied that in his reading of the Council, he does not <br />feel they would consider such a rezoning. <br />Zoch pointed out that her residential property will be surrounded by <br />commercial development. <br />DeLonais pointed out that it has not been determined if the relocation of <br />Country Drive is feasible. This issue is currently under study. <br />The Planner agreed that the idea is only in concept stage. <br />The Planner pointed out that as part of the process Condit Street would <br />be improved. Development would be oriented towards Country Drive and <br />there would be no commercial access to Condit. The Planner pointed out <br />that presently commercial property has access to Condit and if that <br />remains, Condit could become a much busier street than it is. <br />Herkenhoff asked the timeframe for studying the Country Drive relocation <br />proposal. <br />The Planner reported that currently the City Engineer is obtaining cost <br />estimates for the relocation, and the Economic Development consultant is <br />looking into costs of doing a market study for the area. The next step <br />would be for the City Planner's office to begin contacting property owners <br />in the area to determine if they are interested in the project. Then a <br />market study would be conducted if the property owners are interested and <br />the City would try to find a developer. <br />The Planner reported that the Planning Commission will have an opportunity <br />to make a recommendation on the project some time in the future. <br />Mrs. Zoch pointed out that there have been two properties for sale in <br />this area and it was her feeling that they have not sold because the <br />property owners were asking about 4 times the actual value of the land. <br />Zoch did not feel it was the City's responsibility to make this land <br />more valuable for the property owners. <br />Costa stated that he thinks the City will have to buy the property and <br />then resell it to a developer. <br />Zoch reported that the development of the area has devalued her property <br />for residential development. <br />Bob DeBace reported that he owns property on Country Drive and he is <br />opposed to the rezoning of his property to IP. DeBace reported that <br />there are poor soil conditions in the area that do not warrant an IP <br />zoning. DeBace also pointed out that if his property is rezoned to IP, <br />Page 8 <br />
