MINUTES
Planning Commission
September 8, 1988
Mid -West
Spring
Manufacturing
Company
Bill Strouts, representing Mid -West Spring Manufacturing Company,
appeared before the Commission requesting approval of a side yard setback
variance on the south side of their property. Strouts reported that
Mid -West Spring wants to add onto their building and would be continuing
the setback of the existing building.
DeLonais pointed out that there is more room on the east end of the
property for expansion and asked why the expansion was not in that area.
Strouts reported that production lines are established in the east end
of the building which would be difficult and costly to relocate.
DeLonais asked how the drainage of the site would be handled.
Strouts replied that drainage would be directed around the building
and into the sewer system at the front of the building.
Bob Nelson, architect on the project, reported that a dish down system
would be used to direct drainage around the building.
DeLonais asked if security lighting is planned on the addition.
Strouts replied that
DeLonais asked about
Strouts replied that
it was.
provision for snow removal.
excessive snow would be hauled out.
At this point in the meeting, 8:10 P.M., Mr. Herkenhoff arrived and the
meeting was officially called to order.
Davison asked if the 15 foot setback proposed on the west side of the
building was adequate.
The City Planner replied that 15 feet is the setback requirement at that
location.
DeLonais stated that he was in favor of the variance since it does not
increase a non - conformity which is presently existing.
Davison felt that reasons for granting the variance should be stated
to justify the variance when other variance requests are presented to
the Commission in the future. Davison pointed out that the variance
would allow Mid -West Spring to line up their addition with their present
building and not need to jog the addition.
The Planner stated that while the variance does not comply with strict
variance criteria, he believed the variance to be a reasonable one that
would not cause the City any problems in the future.
Page 3
