MINUTES <br />Planning Commission <br />September 8, 1988 <br />Mid -West <br />Spring <br />Manufacturing <br />Company <br />(Cont.) <br />Minutes <br />Taco <br />John's <br />CUP <br />(Cont.) <br />R &S <br />Automotive <br />The Planner also reported that the City Engineer has indicated that he <br />has no problem with the size of the curb cut proposed. <br />Mr. DeLonais recommended approval of the side yard setback variance <br />being requested by Mid -West Spring Manufacturing Company since it is <br />not increasing an existing non - conformity subject to proper drainage <br />control so that run -off to neighboring property is not increased and <br />subject to the installation of security lighting. <br />Motion seconded by Davison. <br />Motion carried 4 - 0. <br />There being no corrections to the Minutes of the August 11, 1988 Planning <br />Commission meeting, the minutes will stand approved as read. <br />Mr. DeLonais recommended that the Taco John's request for Conditional <br />Use Permit, Rezoning and Subdivision be tabled at this time. <br />Motion seconded by Costa. <br />Motion carried 4 - 0. <br />Mr. Bob DeBace appeared before the Commission and presented a site plan <br />for the R & S development proposal. DeBace reviewed the recommendations <br />of the City Planner as contained in his September 6, 1988 report pointing <br />out reference to elimination of the existing junk yard in 3 years. DeBace <br />reported that the Council decided that the junk yard could remain until <br />such time as the back property is developed. <br />The Planner agreed and stated that the reference to the 3 -year sunset <br />clause was an error in the report. <br />DeBace questioned the Planner's recommendation regarding the park charge. <br />DeBace indicated that he believed that a portion of the park charge has <br />already been paid, and he did not believe the Park Commission had the <br />authority to determine park charges. <br />The Planner replied that the Park Commission will recommend whether the <br />park charge should be land or cash. However, the procedure for calculating <br />a park charge is already set in policy. <br />DeBace then reported that R & S will be giving a total of 30 feet of <br />road - right -of -way. The Zilge property is giving 20 feet for a total <br />road right -of -way of 50 feet. DeBace reported that the Council indicated <br />that when the road is developed, the pavement could be located towards <br />the Zilge property. <br />The Planner stated that that issue will be addressed at the time the <br />Page 4 <br />
