MINUTES <br />PLANNING COMMISSION <br />S>/PTI/MI3ER 14, 2006 <br />McGraw stated that he did not want to see atwo-class system developed. <br />However, he did empathize with properly owners that have long <br />driveways. <br />Rheaume pointed out that if construction occurs in the fall or winter, the <br />asphalt plants would not be in operation preventing property owners from <br />paving. Rheaume stated that if property owners can afford it, most will <br />pave their driveways on their own. Rheaume did not feel the need for a <br />paving requirement. <br />Duray agreed that paving of the entire driveway should be required for <br />new home and new garage construction. Duray expressed concern with <br />requiring paving of only 30 to 50 feet of a driveway. <br />Knudsen pointed out thaC this was a way to address of long driveway <br />situation while still ensuring that environmental issues are addressed. <br />Knudsen stated that he would rather see 40 feet paved than no paving at <br />all. <br />Barraclough pointed out that gravel driveways allow surface water <br />infiltration. The City Planner indicated that gravel driveways become <br />compacted and shed water just like asphalt or concrete. Gravel driveways <br />are a source of silting into storm sewer systems. <br />Rheaume pointed out that gas and oil wash from asphalt driveways into <br />the storm sewer system. <br />Barraclough agreed with McGraw that he did not want to see atwo-class <br />system. Barraclough felt the City should leave the issue along and let <br />property owners decide when they want Co pave Cheir driveways. <br />Rheaume stated ChaC he could support a paving requiremenC for new home <br />construction. Rheaume felt there were very few unpaved driveways in the <br />City, and felt property owners should be able to decide when they want to <br />pave. <br />McGraw fe1C requiring paving of new construction would be the easiest. <br />He noCed ChaC Che concerns seem Co be centered around cost and length of <br />driveway. McGraw stated that he agreed that property owners should not <br />be forced to pave, but would have no problem supporting a paving <br />requiremenC for new construction. <br />Rheaume stated that he would support the paving requirement for new <br />house construction, not new garage construction.
