Knudsen indicated that the goal would be to get gravel driveways <br />paved, improving water quality into the storm sewer system, while not <br />creating an undue hardship for property owners. <br />The City Planner indicated thaC the question is under what conditions <br />would the paving of driveways be required. Once the Commission <br />identifies those conditions, the Planner indicated that he would draft an <br />ordinance for the Council's consideration. Therefore, what is the <br />threshold to establish for requiring that driveways be paved. There is <br />currently no requirement for the paving of driveways. The Planner noted <br />previous discussion that driveways for new construction should be <br />required to be paved. At what point below that threshold should paving be <br />required. The Planner noted that there was discussion to establish the <br />threshold at requiring paving for new garage construction as well. as the <br />reconstruction of a driveway. <br />The Planner noted that one of the concerns discussed was owners of <br />properties with very long driveways would suffer the greatest financial <br />impact of the paving requirement. The Planner noted that there has been <br />discussion at the staff level of requiring the first 30 to 50 feet of the <br />driveway to be paved, which would result in complete paving of most <br />driveways, but also minimizing Che environmental concern for long <br />driveways. <br />Knudsen noted that there appears to be three categories under <br />consideration: <br />o New house construction; <br />o New garage construction; <br />o Significant driveway grading. <br />There is also the issue of a complete paving requirement versus paving the <br />first 30 to 50 feet. <br />Rheaume felt that requiring a driveway be paved in conjunction with new <br />garage construction may push the cost of the project up to a point where it <br />would be abandoned. Rheaume pointed ouC that in that case the gravel <br />driveway would remain anyway. <br />Knudsen pointed out that the goal would be greater compliance with the <br />standard. Knudsen felt that if a new garage is being consdvcted, it is a <br />prudent and relative time to require driveway paving. <br />McGraw felt that driveway paving should be required with a new house is <br />being constructed. McGraw also stated, that in his opinion, the cost <br />implications of a paving requirement should not be a factor, and felt that <br />standards that are adopted should be standardized for property owners. <br />9 <br />
