MINUTES
PLANNING COMMISSION
SEPTEMBER 14, 2006
Duray stated that he would support paving for new house and new garage
construction.
Knudsen stated that he agreed with Duray, but would expand the issue to
include significant regarding of a driveway would trigger a paving
requirement. McGraw agreed with this position.
Socha stated that she supported the paving requirement for new house
construction, grandfathering in all properties without paved driveways.
The City Planner suggested that he draft a couple of alternatives for the
Council's consideration. These will be presented to the Council at their
September 27`" meeting.
McGraw stated that he did not see the need to require a paved driveway
for a second garage that would be used for the storage of lawn and/or
recreational equipmenC.
AMEND The City Planner noted Chat the City cun~ently has a moratorium on the
ZONING issuance of building permits in the Light-Industrial Zoning DistricC
CODE - (I-1) for construction materials other than those allowed in the IndusCrial-
BUILDING Park District (I-P). The Planner reviewed City staff's research relative
MATERIALS to additional construction costs associated with pilings aC $15 per square
IN I-1 foot and masonry in lieu of metal at an additional 10% in cost. The
Planner noted that the City initially allowed the use of metal as a
construction material in the I-1 District given the poor soils in Ryan
Industrial Park. Given improved construction methods, poor soils may no
longer be a factor.
Knudsen reviewed the Planner's reporC on this topic and poinCed out thaC
the building materials allowed by Faribault in their industrial district
appears to be very straightforward.
Duray scaled that he did noC want Co upgrade building materials in such a
way as an undue hardship would be placed on building owners that want
to expand their buildings.
The City Planner noted Chat the I-P District has a clause which allows a
non-conforming building to be expanded up to 25% of its floor area. The
Planner stated Chat if the Commission is agreeable Co upgrading building
materials in the I-1 District, he would recommend that this same type of
clause be included. He also recommended that the 25% figure be utilized
for ease of administration.
11
