MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 14, 2006 <br />PLACE EAST - sisters would be running the spa. <br />VASQUEZ <br />Duray asked if Vasquez lived in the home at this time. Vasquez replied <br />that she owns the duplex and she would be living in one half and operating <br />the business from her half of the duplex and Robert Angeli would be <br />living in the other side. <br />McGraw noted that the diagram shows one massage table, and asked if <br />only one client would be receiving a massage at a time. McGraw also <br />asked about licensing requirements. Vasquez replied that there would be <br />only one massage client at a time. She also reported that the State has no <br />massage therapisC license requirement, but the City of LitCle Canada did. <br />Teresa Haskvitz indicated that she is Mary Vasquez's sister and has been a <br />massage therapist since 1992. Haskvitz replied that she would be the only <br />one providing massage therapy. Mary and Linda Vasquez would be <br />providing the other salon services, i.e. manicures and pedicures. These <br />services would be provided in the living room area. <br />Rheaume noted Yhat the letter submitted by the applicants indicated there <br />could be up Co 18 clients at the spa per day. This would result in two and <br />sometimes three clients atone time. McGraw noted asked where the <br />resident of the duplex unit would have any privacy if services are being <br />provided in the second floor bedroom that has a massage table and the <br />living room where manicures and pedicures will be done. Mary Vasquez <br />indicated that the kitchen and second bedroom will be private. She also <br />noted that the manicure and pedicure tables can be stored away. <br />Knudsen asked about ti affic to the spa, noting that there could be three <br />employees and three clients on site at a given time. Haskvitz explained <br />the parking, noting that one driveway could store three cars and the other <br />four in addition to the garage space. <br />The City Planner indicated that all parking for a home occupation must <br />occur off-street. <br />Knudsen felt there could be an issue with cars being blocked in the <br />driveway. Haskvitz again explained the parking situation and disagreed <br />that there would be a problem. <br />Hall reported that he drove through the area, and noted that the street is <br />very short and there were a lot of cars parked on the street when he looked <br />at the neighborhood. Mary Vasquez replied that there is some work being <br />done on one of the homes on Rose Place, and many of the cars parked on <br />2 <br />
