MINUTES <br />Planning Commission <br />October 13, 1988 <br />Multi - <br />Rezonings <br />(Cont.) <br />what effect the I -P zoning would have on properties with poor soils. <br />The Planner replied that buildings could be constructed on pylings, or <br />the property owner could present this case to the Council and request <br />a rezoning back to I -1 which would allow a metal building. <br />Bill Gervais pointed out that I -P zoning is proposed for his parcel and <br />I -1 for his mother's property. Gervais reported that he has informed <br />his realtor that he wishes to sell both parcels as one. <br />The Planner pointed out that the uses under both zonings are almost <br />exactly the same, however, the only difference is building type. The <br />Planner also reported that major auto repair is not allowed in the I -P <br />District. <br />Gervais reported that he had no objection to the rezonings as proposed. <br />Gervais asked if someone would be able to construct a higher- quality <br />building in the I -1 District than a metal building. <br />The Planner replied that this was correct. <br />DeLonais felt that the property located north of the trailer court should <br />remain I -1 because of the poor soil conditions. DeLonais also pointed <br />out that there are existing metal buildings in this area. <br />Slim Frattalone asked how the rezoning would effect property values. <br />The City Planner did not feel the rezonings would cause increases in <br />property taxes. <br />Frattalone reported of a large increase in his property taxes for <br />property in this area a few years ago. Frattalone asked if that was <br />the result of a rezoning. <br />The Planner did not believe it was the result of any rezoning, pointing <br />out that the present zoning of the area has been in existence since 1980. <br />The Planner pointed out that the property adjacent to Mr. Frattalone's <br />developed a few years ago, and as a result, the County may have reassessed <br />the Frattalone property. <br />The City Planner explained that Thermoform, Vincent Metals and other <br />businesses in the Rauenhorst Addition are objecting to the rezoning of <br />their property to I -P, since the I -P District puts a building coverage <br />limitation on the land of 35% building coverage for a lot. The Planner <br />estimated that some of the businesses in that area already exceed the <br />35% limitation. However, the Council will be looking into either <br />eliminating or increasing the lot coverage percentage. The Planner <br />reported that other than for this reason, the businesses do not object <br />to the rezoning to I -P District. <br />The Planner also pointed out that he is proposing BW, Business Warehousing, <br />for the property occupied by Knox, Levitz and Connco, since this is the <br />Page 3 <br />
