The City of Little Canada adopted an ordinance creating the <br />Industrial Park Zoning District on August 15, 1985. The intent <br />of this district is to allow industrial use that will not <br />adversely effect the surrounding area. The I -P District requires <br />large lot development with a. 35 percent building lot coverage <br />limit, and certain performance standards required of each <br />development. These performance standards include required <br />landscaping minimums and aesthetic building qualities that limit <br />the type of building facade materials allowed. <br />REZONING <br />Currently, all land zoned for industrial use in the study area is <br />zoned I -1. However, many existing industrial uses were developed <br />in a way that meets the performance standards of the I -P <br />District. It is important to note that businesses developed in <br />this manner appear to be vital operations which illustrates that <br />quality development in this area can be economically feasible for <br />developers. I -P rezoning recommendations for vacant land to <br />ensure quality development in an area of Little Canada that is <br />highly visible, appears to be a realistic option for the City. <br />EXISTING USES <br />Concern created by the previous report mainly centered around I -1 <br />land currently developed. Land owners are concerned that <br />rezoning to I -P will severely limit existing operations. <br />This concern is warranted because an I -P zoning will place <br />restrictions on certain aspects of existing operations. <br />If we hypothetically follow through with suggested rezonings, the <br />following situations will be encountered. <br />• All uses and site conditions that do not meet I -P District <br />standards will be considered non - conforming. However, any <br />non - conforming structure or use lawfully existing upon the <br />effective date of this Ordinance (August 1985) may be <br />continued at the size and manner of operation existing upon <br />said date. If a non - conforming structure or use is <br />destroyed to the extent of more than 50 percent of market <br />value as determined by the Building Official, the property <br />is then subject to all requirements of existing zoning <br />districts. The Zoning Ordinance also states that in an I -P <br />district, buildings which are non - conforming by type (e.g. <br />pole or engineered steel) existing on the date of this <br />Ordinance adoption shall be allowed to be expanded to the <br />extent of 25 percent of the size of the existing building by <br />using materials similar to those of the principal structure, <br />provided other Ordinance lot and building requirements are <br />met. These other requirements include setbacks, <br />landscaping, and lot coverage. <br />PAGE-1 1- <br />
