MINUTES <br />Planning Commission <br />August 11, 1988 <br />FinaServe <br />Sign <br />Costa asked if there was another location for the road. <br />The Commission and City Planner discussed this and felt the present <br />location was best. <br />The Planner pointed out that the issue before the Commission this evening <br />is the concept PUD. Once the concept is approved, the developer will have <br />to put a development -stage PUD together and the Planning Commission will <br />have the opportunity to review these plans. <br />DeBace questioned the need to come before the Planning Commission again. <br />The Planner pointed out that the concept is first acted upon so that the <br />developer will know what the City wants and does not spend a lot of money <br />having construction plans drawn that may have to be changed later. <br />Davison asked the Commission's feeling on the 3 -year time period for <br />elimination of the junk yard. <br />DeLonais suggested that this issue be addressed by the City Council. <br />Schweizer asked the Planner if he had a big problem with a 40 -foot road <br />right -of -way. <br />The Planner stated that his concern was with snow storage, but he would <br />defer to the City Engineer on that issue. <br />Mr. DeLonais recommended approval of the concept PUD for R & S Auto <br />with the requirement of a 40 -foot road right -of -way on the west side <br />of the R & S building and recommending approval of the proposed building <br />expansions to the R & S building and the Myers Enterprises building." <br />Motion seconded by Schweizer. <br />Motion carried 5 - 0. <br />Mr. Al Dinehar, FinaServe, requested approval of a conditional use permit <br />so that FinaServe can replace its existing 30 -foot high sign with a new <br />30 -foot high sign. Dinahar pointed out that the 30 feet exceeds the <br />Code limitation, however, the present sign is 30 -feet high and FinaServe <br />would like to replace the structure. <br />Davison asked what is considered Highway 36 frontage. <br />The City Planner stated that his interpretation is that Viking Drive <br />is Highway 36 frontage. <br />Davison asked if FinaServe was entitled to freeway visibility due to <br />geographic fixtures blocking their visibility. <br />Page 4 <br />
