Non - Conforming Lots - The proposed subdivision will create two <br />lots with substandard lot areas and a substandard lot width for <br />the lot Meyer Enterprises is located on; the third lot. created <br />(southernmost lot) will have no street frontage; and the existing <br />R & S building will have a substandard side yard setback on the <br />west side of the building. <br />Subdivision: <br />As part of the PUD, this area will have to replotted in order to <br />be subdivided. The Sketch Plan submitted by the applicant, as <br />required, enables the City to inform the applicant of the City's <br />procedural requirements; minimum standards of the Subdivision <br />Ordinance; and the requirements or limitations imposed by other <br />City Ordinances prior to filing a preliminary plat. <br />By allowing this subdivision, the applicant will be allowed to <br />intensify the use of the property in question although several <br />substandard features will be created (noted above). By giving <br />these allowances, which the City may do in a PUD, the City may, <br />in turn, require allowances from the developer, specifically: <br />* The auto salvage operation will be phased out within three <br />years. <br />* The east end of Woodlyn Avenue shall be paved and curbed and a <br />cul -de -sac be constructed, subject to City Engineer's review, to <br />provide for vehicle maneuvering at the end of the street. <br />* City performance standards are observed regarding parking; <br />landscaping; paving and curbing; and fencing and screening. <br />* Street easement to allow access to the southern lot must be <br />dedicated to the City. <br />* Site must be cleaned up. <br />* Detailed Landscape Plan shall be submitted. <br />* As part of the improvements to this property, the existing <br />buildings and any new buildings shall be required to be serviced <br />by municipal utility services (sewer and water) when available. <br />* Grading and drainage details are supplied for the entire area, <br />including the road easement and new building site. <br />Access: <br />As mentioned previously, access to the site will have to be <br />improved. This requires upgrading Woodlyn Avenue, at the east <br />end, from gravel to bituminous surfacing including curbing and <br />the installation of a cul -de -sac, subject to City Engineer's <br />review, to provide for vehicle turning and maneuvering.
