MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 2006 <br />Duray asked the slope of the area where Outlot 2 is proposed toward the <br />Gores' property. Gores was not sure, but stated that it is a significant hill. <br />Hall asked if the plat complied with all City Code requirements, if the <br />Gores would be comfortable with the development. Jolene Gores stated <br />that the revised concept is a huge improvement from what was originally <br />proposed. Gores noted that they will not see much of the development, <br />but pointed out that there biggest concern is the water. Gores also felt that <br />the fewer houses that are developed and the less land and trees that are <br />disturbed will be better in terms of water flow. The Gores felt that the <br />critical problem for them is the proposed pond on Outlot 2 which is at an <br />elevation above them. <br />John Sculley, 3000 LaBore Road, reported that the property consists of a <br />massive downward slope from LaBore Road. He indicated that everything <br />east of LaBore Road goes down hard and fast. Sculley stated that if water <br />is not controlled from the proposed development, the Gores will not have <br />a house. <br />Sculley reported that there is a small holding pond at the border of the <br />Himmelbach, Sculley, and Richie property. Sculley asked who will <br />maintain that holding pond and keep water from coming to the east. <br />Sculley stated that he did not want to have more damage done to his <br />family's property. Sculley felt that once trees and brush are removed for <br />the development, Chere will be nothing left to hold back water. <br />Sculley asked if the proposed cul-de-sac will consist of curb and gutter as <br />well as storm sewer into the holding ponds. The City Planner replied thaC <br />the street will be constructed to meet City standards and will have curb <br />and gutter as well as storm sewer. <br />Sculley indicated thaC the areas where the ponds are proposed on the <br />Richie property are dry areas. He again noted that the property drops hard <br />and fast, and there is the need to control erosion and drainage. Sculley <br />suggested that the Commission walk the property to get a perspective of <br />how the property drops off. Sculley stated that he did not want to see <br />these new houses washing down into his property. <br />Sculley stated that his concern is with more water damage to his family's <br />property. He indicated that the property is already taking runoff from the <br />east and the north. <br />Duray indicated that if the project moves forward the drainage issues will <br />have to be addressed to ensure that surrounding properties are not being <br />adversely impacted. <br />
