ARTICLE IV <br />FINANCING <br />4.1 Cost Allocation <br />Each participating community agrees to contribute to the financing of <br />this program on the basis of the number of older adults that resided in <br />their community at the time of the current US census. Refer to Appendix <br />A for each participating community's fair -share allocation. <br />4.2 Amount of Contribution <br />Each participating community is obligated to pay the fair -share <br />contribution listed in Appendix A, unless a community agrees to <br />contribute more in the event of a funding shortfall and except, as <br />provided in Section 4.3. <br />The Commission may recommend to the parties any mutually agreed upon <br />fair -share contribution formula. <br />4.3 Supplemental Funding <br />In an effort to reduce each participating community's costs, the <br />Commission will seek supplemental funding as available. <br />4.4 Contribution Deadline <br />Each participating community shall submit their contribution to LSS not <br />later than the third working day in January. LSS shall submit copies of <br />receipts received (contributors and amounts) to the commission as soon <br />as practical. These lists shall be the basis for distributing any <br />excess program funds as provided for in Section 4.7. <br />4.5 Segregated Account <br />LSS shall place all of the commission's program funds in an interest - <br />bearing account that is segregated from all other LSS accounts. The <br />location of the account shall be determined by LSS. LSS shall provide <br />the Commission with monthly statements of the account's balance. <br />4.6 No Refund of Contribution Upon Cancellation of Agreement <br />If a community stops its participation during a program year, its fair - <br />share contribution for that year shall be forfeited, except as provided <br />in Section 4.7. <br />4.7 Distributions of Funds on Account <br />Any funds and accrued interest in the Section 4.5 account that exist at <br />the end of a program year shall be distributed among the parties, <br />except as provided in Section 3.8. The Commission shall devise an <br />equitable distribution formula and direct LSS to withdraw funds from <br />the account accordingly. This formula may include any entity that has <br />participated in the funding of the program. <br />Page 62 <br />
