ARTICLE V <br />PROGRAM GUILDELINES <br />5.1 Responsibilities of LSS <br />Lay -to -day administration of the program shall be the sole responsi- <br />bility of LSS. This program shall be governed by the same rules and <br />procedures that LSS's Share -A -Home program is governed by, except as <br />otherwise stated in this agreement. <br />5.2 Staffing of Program <br />The Commission shall not participate in the selection of the staff <br />person(s) to administer the program. This will be the sole <br />responsibility of LSS. <br />LSS shall administer the program an average of twenty hours per week for <br />the benefit of one or more participating communities. The hours per <br />week that the program is administered by LSS may vary from week -to- week <br />provided the objectives of the program are not compromised. <br />5.3 Program Office Location <br />The main office location for the LSS staff shall be the decision of LSS. <br />If LSS determines that the establishment of an office within the <br />Commission's program service area would be advantageous to the program, <br />it may secure such an office provided: (1) if rent is to be paid, the <br />agreement must be approved by the commission, and (2) it is as centrally <br />located as possible within the commission's jurisdiction. <br />5.4 Persons Eligible for Matching Services <br />a. The program shall be limited to persons residing within the <br />jurisdictions of the participating communities. <br />b. Older Adult households with at least one member that is sixty years <br />of age or older may participate in the program without questioning their <br />motivation. <br />c. At the discretion of LSS, permit persons ages 55 to 59 to <br />participate, if their principal need is other than financial assistance. <br />d. At the discretion of LSS, permit disabled persons of any age to <br />participate, provided the live -in(s) is in no way obligated to provide <br />personal care. <br />5.5 Matching Service Priority <br />a. Matching of live -ins and homeowners shall be on a first -come, first - <br />served basis within each participating community. <br />b. An attempt shall be made by LSS to make matches within all <br />participating communities to the extent that the fees generated will <br />cover the contribution paid by each community. <br />Page 63 <br />
