5.6 Fee for Service <br />a. The fee charged by LSS for matches outside of the commission's <br />service area shall be charged to persons participating in the this <br />program. LSS shall be responsible for establishing an appropriate <br />payment schedule for each match. LSS, may at its discretion, waive or <br />reduce the fee for a live -in or homeowner who does not have the ability <br />to pay the full fee. <br />b. Receipts for matching fees collected shall be kept by LSS, on a <br />community basis, and periodically made available to the Commission. <br />c. If the effective date of this agreement is after January 1, 1989, <br />LSS may keep any fees collected between January 1, 1989 and the <br />effective date of this agreement, for matches made within the <br />commission's service area. <br />d. LSS shall take any appropriate action, subject to counsel from the <br />Commission, to collect delinquent fees. <br />e. LSS shall submit a tentative budget to the Commission in the month <br />of May for a succeeding year of the program. LSS and the Commission <br />shall mutually agree on the annual budget(s) if funds are to be received <br />from any participating community. <br />5.7 Status Reports <br />LSS shall periodically provide the Commission with a status report <br />regarding the inquiry and match activity within the Commission's service <br />area. The Commission shall specify the form of the report. <br />ARTICLE VI <br />ROLE OF THE COMMISSION ' <br />The Commission shall have the following duties and any other duties <br />agreed upon by LSS, the Commission and the parties to this agreement: <br />a. The Commission shall monitor the number of inquiries and matches <br />made within each participating community. <br />b. The Commission shall solicit annual funding reauthorization, as <br />necessary, not later than June 15 of each year from each participating <br />community and each supplemental sponsor, if any. <br />c. The commission shall seek out supplemental funding sources and take <br />appropriate action to secure funding on a long -term basis for the <br />Commission's service area. <br />ARTICLE VII <br />EFFECTIVE DATE <br />This agreement shall be in full force and effect upon: (1) its execution <br />by each party, and (2) upon a determination by the Commission and LSS, <br />that funds will be available to finance the 1989 program. <br />Page 64 <br />
