MINUTES <br />Planning Commission <br />June 9, 1988 <br />HUB Hobby <br />Center <br />(Cont.) <br />DeLonais recommended that the City Engineer review the drainage problems <br />identified by Mr. Eagen and contact Mr. Eagen regarding these problems. <br />Herkenhoff was concerned about the trespassing problem raised by Eagan. <br />Herkenhoff suggested that if the problem continues a fence would have to <br />be required of whoever is causing the problem. <br />The City Planner suggested that the remedy would be to direct the mall owner <br />to have tenants redirect their patrons. <br />Herkenhoff suggested that Bruce meet with Mr. Eagan and work this problem <br />out. <br />Leibel The City Planner presented to the Commission for review and approval the <br />Property Leibel final plat. The Planner reported that he has reviewed the plat and <br />Division it is consistent with the preliminary plat the Commission previously <br />approved. The Planner recommended approval. <br />Schweizer recommended approval of the Leibel Final Plat based on the <br />recommendation of the City Planner. <br />Motion seconded by Herkenhoff. <br />( Motion carried 5 - 0. <br />Bwana Mr. John Larson, Bwana Archery, appeared before the Commission requesting <br />Archery a conditional use permit to build a new facility for Bwana Archery. Larson <br />CUP reported that he has not put together development plans at this point <br />since he wanted to determine if the City would be receptive to the location <br />of his business within the City before he incurred the expense of drawing <br />up plans. Larson reported that his business involves some manufacturing, <br />some distribution, an indoor archery range and some retail sales. <br />The Planner reported that there is not enough information to consider <br />a conditional use permit at this time, but suggested that the Commission <br />act on the concept of a CUP. The CUP can be acted upon formally when <br />site and building plans are submitted. <br />Davison asked if there are any State safety regulations involved in this <br />sport. <br />Larson reported that he does not allow any unsupervised children to shoot <br />nor to be on the premises. Larson reported that there are few children <br />who use the facility and the business caters mainly to adults. Larson <br />reported that he has been in business on the east side of St. Paul for <br />15 years at his present location and has never had an accident or police <br />call or insurance claim in those 15 years. Larson reported that it was <br />a safe operation. Larson reported that there are 5 archery facilities <br />in the Twin City area and he knows of no problems or accidents at these <br />facilities. <br />Page 5 <br />
