MINUTES <br />PLANNING COMMISSION <br />OCTOBER 12, 2006 <br />CONCEPT Mr. Steve Benning, Rim Lake Construction, appeared before the <br />REVIEW - Commission to review the concept for asingle-family development of <br />685 AND 693 property at 685 and 693 LaBore Road. The development is proposed <br />LABORS to consist of a cul-de-sac with I O lots on the east side of the proposed <br />ROAD - street. Benning noted that the proposal is concept in nature and he is <br />RIM LAKE looking for input from the City as well as the neighborhood. Benning <br />CONSTRUCTION stated that his goal would be to construct custom homes on these lots that <br />would fit the character of the neighborhood. <br />Benning also noted that there are a large number of trees on the property, <br />and he would save as many as possible. He would also provide for tree <br />replacement as part of the development. Benning proposed that along the <br />western boulevard area he would retain trees as a screening for the <br />properCies Co Che wesC as well as supplement these trees with additional <br />landscaping, creating a buffer area. <br />Benning noted that he has other concepts for the development of this <br />property, but has just submitted this initial concepC for consideration and <br />feedback. <br />Knudsen asked if Benning has discussed the possibility of incorporating <br />the property at 699 LaBore Road into the project. Benning replied that he <br />has not, but Kevin Steinert, the owner of 685 and 693 LaBore Road, has. <br />Benning stated Chat he was not sure of the results of that conversation. <br />Knudsen noted the concern that this concept proposal would landlock the <br />property at 699 LaBore Road. Knudsen noted that other concerns are with <br />the length of the proposed cul-de-sac, Che concept lay-out where the front <br />of the proposed lots face the back of the lots on Valento Lane, and the <br />location of the proposed intersection at LaBore Road in very close <br />proximity to the driveway for the lot at the northeast corner of Valento <br />Lane and LaBore Road. <br />The City Planner noted that the house at Che northeast corner of Valento <br />Lane and LaBore Road faces LaBore Road. The City Code requires a 40 <br />foot separation between Che driveway and the proposed street. He also <br />noted that this IoC would end up with streets on Three sides, and the side <br />yard would abutting the new street would now have a 30-fooC setback <br />requirement rather than Che 10-fooC required for an inferior lot. <br />McGraw noted that the concept diagram shows the proposed cul-de-sac <br />abutting the lot at 2960 Thunder Bay Road. McGraw asked if the cul-de- <br />sac would, in fact, run right to the property line. The City Planner noted <br />that the cul-de-sac would back up to the rear yard of 2960 Thunder Bay <br />Road. The rear yard setback for this house is 30 feet, so that is the closest <br />4 <br />
