Planning Commission <br />February 10, 1988 <br />Page Two <br />PARKING AND CIRCULATION <br />A review of the new site plan shows 10 garage stalls and 6 outdoor parking <br />stalls. The ordinance requirement for this proposal is two spaces per dwelling <br />unit or 16 total parking spaces. As stated, 16 total spaces are shown on the <br />site plan. The parking stalls comply with the 81/2 X 20 foot dimensional <br />requirements of the Little Canada Zoning Ordinance. <br />Two curb cuts 120 feet apart are proposed for this site from old County <br />Road C, one at each end of the proposed building. They are shown at 20 and <br />25 feet, respectively. The City Zoning Ordinance requires the drive aisles <br />to be a minimum of 22 feet in width and the curb cuts to be a maximum of 24 <br />feet in width. The site plan should be revised to bring these into com- <br />pliance with the Zoning Ordinance requirements. <br />Due to the topography and site plan of this proposal, 2 parking stalls are <br />shown adjoining the eastern driveway near old County Road C. The placement <br />of the stalls in this location will help to consolidate most of the site's <br />open space into one large area along County Road C. Since these are necessary <br />to meet the City's parking standards and due to the limitations of the site, <br />Staff does not feel this location for these stalls is a problem. <br />Staff would suggest that the north end of both drive aisles have backing <br />areas provided to allow for easier exiting from the northern most garage <br />stalls. Conceptual examples of these are shown on the proposed site plan. <br />These are to be constructed in the same manner that the'parking areas and <br />drive aisles are. <br />The City Zoning Ordinance requires that the parking areas and drive aisles be <br />surfaced with a dust -free material, have perimeter curbing and be striped. <br />Plans detailing these items should be submitted to City Staff for their <br />review and comment. <br />Due to the character of the surrounding neighborhoods, landscaping and <br />screening are an important element to insure compatibility. The submitted <br />site plan provides no information regarding landscaping for this proposal. <br />Grass, plantings or surface material shall be provided in all areas bordering <br />parking areas as prescribed in the Little Canada Zoning Ordinance. A detail <br />landscape plan with a cost estimate for the necessary materials shall be <br />submitted to City Staff for review and comments. In addition, a financial <br />security equal to the cost of the landscaping improvements shall be submitted <br />to the City prior to the issuance of building permits. <br />Page 34 <br />
