MINUTES
Planning Commission
February 11, 1988
Mr. DeLonais recommended approval of the preliminary plat of the Leibel
Addition subject to compliance with the recommendations of the City
Planner as contained in his February 5, 1988 report.
Motion seconded by Perlinger.
Motion carried 7 - 0.
Schrier Mr. Carl Lien, representing Dick Schrier, appeared before the Commission
CUP requesting an amendment to a conditional use permit changing the site
Amendment plan of the Schrier proposal for ingress and egress onto Old County
Road C in conjunction with an 8 -plex that Schrier plans to construct
on the triangular piece of property at Old County Road C and New County
Road C
Lien explained that they are proposing to change the access to the site
so that access is from Old County Road C only. The 8 -plex building
would be two stories in height.
DeLonais pointed out that when this matter was first brought to the
City in 1983 the profile for the 8 -plex building was lower than what
is now being proposed.
Lien replied that in order toeliminate access on New County Road C, the
building had to be raised.
Mrs. Risty appeared before the Commission and stated that she was concerned
that tenants of this 8 -piex would park on the street such as is happening
on Ruth Street.
Lien pointed out that there are 16 parking spaces provided on site.
The Planner pointed out that there are 6 single -car garages and 2
double -car garages plus 6 parking spaces.
Risty stated that she was also worried about the hill on her property
and damage to the hill during the construction process.
Timmons replied that if the hill were damaged during construction,
the Risty's would have recourse against the developer.
Costa also pointed out that should on- street parking become a problem,
the Risty's could request that no parking signs be installed.
Mark Schultz, 2610 Park Street, reported that in 1983 the Council made
a commitment to down -size the height of this building so that it was
more consistent with the surrounding residential development. Schultz
asked that the Commission consider the height and design of the building
in addition to access. Schultz felt the proposal should fit in with the
neighborhood.
Page 3
